Description

The U.S. General Services Administration (GSA), on behalf of the Department of Education (ED), is conducting market research to assess the capabilities of potential contractors for a significant project under the Institute of Education Sciences (IES). The IES serves as the statistics, research, and evaluation arm of ED, with a mission to provide national leadership in expanding fundamental knowledge and understanding of education from early childhood through postsecondary study. The overarching goal is to offer reliable information about the condition and progress of education in the United States, support educational practices that enhance learning, improve academic achievement, and ensure educational opportunities are accessible to all students.

The specific requirement involves developing and producing annual reports for the National Center for Education Statistics (NCES). This includes regularly updating the NCES Digest of Education Statistics website and publishing the NCES Condition of Education website each year before June 1. The tasks required encompass data analysis and reporting services necessary to produce these key educational resources. These efforts are crucial as they provide comprehensive data that educators, policymakers, researchers, parents, and students rely on for insights into educational trends and conditions.

The scope of work under this contract involves several core tasks with optional subtasks. Key tasks include project management; production of indicators; development of fast facts; table production; summary report development; supplemental materials creation; ad hoc requests handling; and web support & modernization. Optional subtasks focus on new indicator development, new table development, and additional summary report production. The contract will be a firm-fixed price type awarded under the OASIS+ Unrestricted IDIQ contract framework.

Contractors will be required to manage all aspects effectively ranging from scope management to risk management ensuring compliance with applicable departmental policies. The place of performance is expected at contractors' facilities over a total period not exceeding 60 months. This initiative represents an essential component in supporting IES's mission by ensuring that accurate statistical data is available for informed decision-making in education policy and practice across various stakeholders.
