ECP 6312 EA-18G AESA Blanking Wire Group A and CCS Midboard Group A

The Naval Air Systems Command (NAVAIR), PMA265 (Program Office for the F/A-18 Aircraft) intends to award a firm-fixed-price (FFP) contract action with The Boeing Company (CAGE 76301) of St. Louis, Missouri 63134 for Engineering Change Proposal 6312, "EA-18G AESA Blanking Wire Group A and CCS Midboard Group A )". ECP 6312 identifies efforts to provide Group A provisions necessary for the ALQ-227 to operate the Universal Exciter Unit (UEU) located in the ALQ-99 for potential future low band transmit capability on stations 3 and 9, as well as incorporating wiring to provide blanking capability between the ALQ-218 and APG-79 (AESA) for EA-18G aircraft. This contract action shall include the validation of three aircraft performed at Naval Air Station (NAS) Whidbey Island, WA in Government provided spaces.

The procurement will be procured NAICS Code 336413 (Other Aircraft Parts and Auxiliary Equipment

Manufacturing), and is being pursued on a sole source basis under the statutory authority of 10 USC 2304(C)(1)as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Boeing Company is the sole designer, developer, manufacturer and integrator of the F/A-18E/F and EA-18G aircraft in its various configurations, and is the only source with the knowledge, expertise and on-site personnel necessary to accomplish this effort.
