Economic Consulting Services for Regulatory Analysis and Policy Support

Background
The Federal Aviation Administration’s (FAA’s), Office of International Affairs (API), located in the Office of Policy, International Affairs, and Environment (APL) has a requirement for ongoing support and subject matter expertise to provide specialized economic analysis in areas such as aviation forecast, economic models as they pertain to various aviation program areas, such as Unmanned Aircraft Systems (UAS), policies and procedures concerning Airport revenue, aviation regulatory analysis, cost allocation for air traffic services, and international airport governance.

Work Details
The contractor must provide all management, supervision, labor, facilities, equipment, material supplies, and services and otherwise do all things necessary for the performance of the service solutions specified in individually issued task orders. The work scope includes analyses of economic impact of restrictions on access to the National Airspace System including airports, analyses of economic impacts of delay and congestion on service providers, customers, and the economy. It also involves analysis and quantification and/or validation of safety risk factors associated with aviation systems, development of tools for legislative planning, policy analysis, performance management, strategic planning, generalized economic analysis to support FAA’s objectives among others.

Period of Performance
The period of performance includes a one (1) year base period and four (4) twelve (12) month option periods for a total period of performance of up to five (5) years.

Place of performance will be identified in the individual task order statement of work.
