The Defense Commissary Agency (DeCA) is a component of the Department of Defense (DoD) reporting to the Under Secretary of Defense for Personnel and Readiness. DeCA operates a worldwide commissary system that provides quality grocery products at substantial savings to active duty military personnel and retirees, members of the Reserve and National Guard, and their families. DeCA's mission is to deliver a vital benefit of the military pay system that sells grocery items at significant savings while enhancing quality of life and readiness. DeCA uses an Enterprise Business Solution (EBS) to support all of DeCA's business operations (retail, back office, and support). This EBS system incorporates an application for DeCA's online shopping portal (operated as CLICK2GO ) currently available at 235 Commissaries worldwide. Eligible patrons purchase groceries online and currently use a curbside pick-up method at their local commissaries. This DeCA ecommerce application has the capability to support eCommerce Delivery Services to provide additional access to the benefit to eligible patrons.

For this requirement, DeCA requires the support of a contractor with specialized expertise provide eCommerce delivery services at all DeCA CONUS Commissary locations to include Alaska, Hawaii, and Puerto Rico. This DeCA eCommerce Delivery Service has the capability to provide additional access to the Commissary benefit to eligible patrons. The Offeror shall use the requirements and objectives in the attached Statement of Objectives (SOO) to develop the Performance Work Statement (PWS) to be incorporated in to the awarded contract, with which the Offeror is required to comply throughout contract performance.

Background
The Defense Commissary Agency (DeCA) is a component of the Department of Defense operating a worldwide commissary system to provide quality grocery products at savings to military personnel and their families.
DeCA uses an Enterprise Business Solution (EBS) including the CLICK2GO online shopping portal at 235 commissaries worldwide, currently offering curbside pickup.
DeCA seeks to expand access via eCommerce delivery services at all CONUS locations, including Alaska, Hawaii, and Puerto Rico.

Work Details
The contractor shall develop a Performance Work Statement (PWS) from the attached Statement of Objectives (SOO) and provide eCommerce delivery services at all DeCA CONUS commissary locations, including Alaska, Hawaii, and Puerto Rico.

Services include:
- Integration with DeCA’s eCommerce platform within 45 days of award.
- Automated invoicing and financial reconciliation in accordance with DeCA’s processes.
- Delivery logistics meeting industry standards: consistent, timely delivery; exemplary customer satisfaction; delivery to patrons within a 30-mile driven radius; support for segmented markets; acceptance and fulfillment of orders of any size; operational days, hours, and lead times varying by commissary.
- A phased roll-out schedule by zone and area (Appendix A) with key milestones and dates.
- Submission of a loaded wage rate breakdown for each location within 90 days of award.

Contract objectives to address in the PWS include adequate staffing with licensed and insured delivery drivers having access to military installations; support for a hub store concept where feasible; implementation of management techniques for schedule, performance, risk, subcontract, and data management; maintaining visibility into schedule, performance, and risk; flexibility to adapt to changing schedules and workloads; and any other technical or management approaches that enhance DeCA’s objectives.

Period of Performance
Base period March 1, 2023 through February 29, 2024.
Four one-year option periods are as follows: Option Year 1 March 1, 2024–February 28, 2025; Option Year 2 March 1, 2025–February 28, 2026; Option Year 3 March 1, 2026–February 28, 2027; Option Year 4 March 1, 2027–February 29, 2028.

Place of Performance
All DeCA Continental United States (CONUS) commissary locations including Alaska, Hawaii, and Puerto Rico as listed in Appendix A.

Bidder Requirements
Small Business Set Aside - Total (SBA). Offeror must propose licensed and insured delivery drivers able to access military installations (PIV credentials).

Key personnel must meet driver licensing, insurance, and base-access requirements. No proprietary experience thresholds beyond demonstration of similar past performance.
