THIS IS NOT A REQUEST FOR QUOTE. NO QUOTES ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE.

This notice is issued by the NASA/ITPO to post a Performance Work Statement (PWS) to solicit responses from interested parties. This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition.

This requirement is for professional services support for NASA Office of Strategic infrastructure (OSI) Facilities and Real Estate Division (FRED) migration and consolidation of maintenance and operations (M&O) instances of IBM Maximo Enterprise Asset Management across the Agency.

NASA requests that any interested parties submit responses to the below questions:

  • Can the requirements in the attached PWS be met through your firms GSA Federal Supply Schedule and/or SEWP V contract?
  • Does your firm hold an IBM Partner Certification of Platinum, Gold or Silver?
  • What level of IBM Partner Certification do you think is necessary in order to perform the requirements of the attached PWS? And why?
  • For market research purposes only: What does your firm believe that the estimated potential total price to complete this requirement is, in accordance with the attached PWS?
  • Does the PWS provide adequate information to quote to a firm requirement?
  • What other information do you believe is necessary to be provided in order for your firm to provide a fixed-price quote?
  • What is your firms business size?
  • Does your firm have any feedback on the stated Period of Performance in the PWS?
  • Can your firm provide recent Past Performance information that is relevant to this requirement in terms of size, scope and complexity?
  • What percentage of the work listed in the PWS can be completed virtually?
  • Is there any specific software or hardware that NASA will need to provide in order for your firms solution to work?
  • Is there any additional information needed in order for your firm to quote to the requirements within PWS section 3.2?

This presolicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. The Government may not respond to questions/concerns submitted. The Government will use the information to finalize the RFQ as necessary.

Background
This notice is issued by NASA/ITPO to solicit responses from interested parties regarding a Performance Work Statement (PWS) for professional services support for the NASA Office of Strategic Infrastructure (OSI) Facilities and Real Estate Division (FRED).

The goal of this contract is to facilitate the migration and consolidation of maintenance and operations instances of IBM Maximo Enterprise Asset Management across the Agency, enhancing operational efficiency and data management.

Work Details
The contractor will provide professional services support for the upgrade and deployment of the IBM Maximo Application Suite (MAS) in an on-premises environment, consolidating 13 independent Maximo instances into a single enterprise environment.

Key tasks include:
- Planning, technical support, consolidation, and deployment for the final design and phased implementation of the Enterprise Computerized Maintenance Management System (eCMMS).
- Strengthening security features to ensure data protection and compliance with industry standards.
- Improving features that enable data-driven decisions and optimize asset performance through intelligent asset monitoring, predictive maintenance, and advanced reliability components.
- Establishing an out-of-the-box baseline in capabilities such as mobile operations, planning and scheduling, service request management, enhanced reporting, analytics capability, and enterprise-level integrations with NASA legacy applications.
- Gathering data required to complete a migration strategy for each of the 13 instances transitioning to eCMMS.

Period of Performance
The period of performance will extend until the migration of all 13 instances into eCMMS is completed before the end of extended support in July 2027.

Place of Performance
The contract will be performed in an on-premises environment utilized by OSI and NASA Centers.
