REQUEST FOR INFORMATION GSA SIN 54151ECOM / 517111 ECAO Phone Service NOTICE: THIS IS NOT A SOLICITATION, BUT RATHER A REQUEST FOR INFORMATION (RFI) TO DETERMINE POTENTIAL SOURCES FOR INFORMATION AND PLANNING PURPOSES ONLY. NO FORMAL SOLICITATION FOR THIS WORK EXISTS AT THIS TIME. I. BUSINESS CONCERNS This Request for Information is open to all interested businesses with GSA awarded contracts. For the purpose of this inquiry, the associated Multiple Award System (MAS) SIN is 54151ECOM Electronic Commerce and Subscription Services. The Government shall verify all submissions meet the Multiple Award Schedule (MAS) requirements established by the Government Service Administration (GSA) website and contractors are registered and active within the System for Award Management (SAM) website. II. BACKGROUND The Bureau of Reclamation, Eastern Colorado Area Office (ECAO), has a requirement for phone services at the following locations: a. Green Mountain Powerplant, Silverthorne, CO b. Marys Lake Powerplant Office, Estes Park, CO c. Pole Hill Powerplant, Loveland, CO d. Flatiron Powerplant, Loveland, CO e. Mt. Elbert Powerplant, Twin Lakes, CO f. Sugar Loaf Office, Leadville, CO g. Ruedi Dam and Meredith Field Office, Basalt, CO h. Leadville Mine Drainage Tunnel Water Treatment Plant, Leadville, CO i. Pueblo Dam and Field Office, Pueblo, CO III. SUMMARY OF WORK The contractor shall provide local phone services with associated features in accordance with the Performance Work Statement (PWS). The timely and accurate performance of these services must be recognized as a vital and mandatory requirement of this contract. The contractor shall provide all personnel, equipment, tools, materials, supervision, and incidental services necessary to satisfactorily provide local telephone service to the 9 remote sites. The contractor shall ensure the existing telephone numbers remain unchanged. IV. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY This is a Request for Information (RFI) as defined in FAR Subpart 15.201(e). This RFI is issued solely for information and planning purposes it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Furthermore, Reclamation is not, at this time, seeking any proposals and will not accept any unsolicited proposals for this project. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of information; all costs associated with responding to this RFI will be solely at the interested party's expense. The Government shall not be liable for, or suffer, any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Response to the RFI will not be returned. In accordance with FAR 15.201(e), responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the GSA eBuy portal. It is the responsibility of the interested parties to monitor these sites for the possibility of additional information pertaining to this requirement. V. REQUESTED INFORMATION The purpose of this Request for Information is to identify interested GSA MAS contractors. RESPONSES Interested parties are requested to respond to this RFI with the following data: a. Administrative Data: i. Name, mailing address, phone number, Unique Entity Identifier (UEI) and e-mail of designated point of contact. ii. Information regarding business size and/or socioeconomic designation. iii. A statement of interest and a statement of capability. Capability may include licensing, bonding, insurance, equipment, personnel, and experience. b. Submission: i. Responses shall be submitted no later than 18 May 2023, 02:00 PM (MDT). ii. Responses shall be submitted via electronic mail only to Carlos Quiles at cquiles@usbr.gov. Any responses after the due date and time will not be accepted. iii. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. VI. QUESTIONS Questions regarding this Request for Information shall be submitted in writing, through e-mail, to the Contracting Specialist, Carlos Quiles at cquiles@usbr.gov no later than 16 May 2023 10:00 AM (MDT).
