This is a combination RFI/Sources Sought/Notice of Intent on behalf of the Naval Air Station, Patuxent River, MD. The requirement is for support associated with oversight and management of the overall eBusiness architecture and other Electronic Acquisition solutions, data alignment efforts across the command, the implementation and data migration planning and strategy documentation for the future Contract Writing System program, Electronic Procurement System (ePS) creation, updating of documentation pertaining to audit findings, and documenting and aligning data from Contracting Systems into the overall data centric business environment.

The Government intends to negotiate on a sole source basis with ShadowObjects, LLC, 41650 Courthouse Drive, Leonardtown, MD 20650, under the authority of FAR 6.302-1(a)(2)(iii)(B).

ShadowObjects, LLC has the requisite skillset to perform the required effort without unacceptable delays, and compromising audit and mission readiness for Navy customers. ShadowObjects is currently providing Contract Writing System sustainment, Audit support, and command-wide data alignment efforts to the NAVAIR Enterprise; and are considered Subject Matter Experts (SMEs) in these areas. ShadowObjects is the sole contractor capable of meeting current tasking needs in the time allotted to avoid a gap in services, to achieve full Audit readiness, and to sustain this readiness in the out years. Accordingly, ShadowObjects, LLC is the only vendor that is capable of providing the required support.

The NAICS code for this procurement is 541330 Engineering Services. A determination by the Government not to compete based upon response to this notice is solely within the discretion of the Government.
