Offerors are directed to Synopsis Amendment 0001 and Attachment 1 released August 2, 2024 under attachments.

This acquisition is for Architect-Engineer (A-E) and related services across all project phases including but not limited to: preparation of conceptual engineering studies, final facility building and infrastructure designs, permitting, preliminary engineering reports, Engineering Services During Construction (ESDC), and activation and commissioning for the Eastern Regional Area of Operations. The Eastern Region includes the following NASA Centers: Glenn Research Center (GRC) Lewis Field (LF), Cleveland, OH; Neil A. Armstrong Test Facility (ATF), Sandusky, OH; Goddard Space Flight Center (GSFC), Greenbelt, MD; Wallops Flight Facility (WFF), Wallops Island, VA; Langley Research Center (LaRC), Hampton, VA; with the possibility of performance at other NASA assets and Centers nationwide. This acquisition will be procured in accordance with the Selection of Architects and Engineers Statute (Public Law 92-582, formerly known as Brooks A-E Act), 40 USC Chapter 1101 et seq., as implemented by Federal Acquisition Regulation (FAR) Part 36.6.

This synopsis is prepared in accordance with NASA Federal Acquisition Regulation Supplement (NFS) 1805.207-70, Synopses of Architect-Engineer Services and FAR 5.207, Preparation and Transmittal of Synopses. This is not a solicitation or a Request For Proposal (RFP). This is a request for a Standard Form (SF) 330, Architect-Engineering Qualifications, Parts I and II. All information needed for interested parties to submit a SF 330, Architect-Engineer Qualifications, is contained herein. There is no separate RFP package to download.

This synopsis will be conducted under full and open competition procedures allowing maximum participation from both large and small businesses. The NAICS Code and small business size standard for this acquisition is 541330 and $25.5 million, respectively.

Background
The acquisition is for Architect-Engineer (A-E) and related services across all project phases for the Eastern Regional Area of Operations, which includes NASA Centers such as Glenn Research Center, Neil A. Work Details
The scope of work requires A-E services including planning and conceptual feasibility studies, permitting, preliminary engineering reports, final design, Engineering Services During construction (ESDC), activation and commissioning.
A-E services also include design services and technical assistance during bidding of construction efforts. The relevant work includes specialized experience in engineering analysis and design across various disciplines such as Civil, Architecture, Structural, Mechanical, Electrical, and additional experience in environmental and geotechnical sampling, landscape architecture, energy modeling, seismic engineering, hazard assessment, disaster damage assessment.

Place of Performance
The contract will be performed at the Eastern Regional Area of Operations including specific NASA Centers mentioned earlier.
