Eastern Range Launch Pad Lightning Warning System Sources Sought/Notice of Intent to Sole Source

Background
The 45th Contracting Squadron, supporting Space Launch Delta 45’s Eastern Range missions, intends to award a sole source firm-fixed-price contract to upgrade and further develop the Launch Pad Lightning Warning System (LPLWS) for the 45th Weather Squadron.
LPLWS measures ground-level electric field intensity during launch operations to enforce Lightning Launch Commit Criteria and mitigate the risk of triggered lightning on launch vehicles.
OTT HydroMet is identified as the only known source capable of fulfilling this unique requirement to support the SLD 45 mission.

Work Details
The contractor shall perform all design, procurement, material acquisition, development, integration, testing, and delivery of upgraded hardware and software for the LPLWS using an agile software development methodology with two-week sprints.

Tasks include:
- Procurement of two Host computer servers (specified HPE ProLiant DL360 Gen9 configurations) and one base station computer with Red Hat Enterprise Linux 7.4 or higher and Meteostar proprietary software licenses.
- Application of Security Technical Implementation Guide (STIG) configurations.
- Iterative development and demonstration of software capabilities per prioritized product backlog including real-time electric field and precipitation data analysis; improved graphical mapping of Kennedy Space Center and Cape Canaveral assets; user-configurable data displays; field mill anomaly detection; averaging rates; rule monitoring; and alerting.
- Delivery of all releasable code, software version description per DI-IPSC-81442A, sprint backlog, test procedures and results, release notes, documentation (installation, user, and maintenance manuals), and final product via disk or FTP.
- System integration support to the LTRS Integrated Support Contract (LISC) contractor.
- Provision of hands-on end-user training and program review support.

Period of Performance
Delivery of a fully functional and integrated LPLWS upgrade is required within 12 months of contract award, with the LISC contractor’s integration award planned no later than 7 November 2022.
Development proceeds via incremental funding and two-week agile sprints.

Place of Performance
Government facilities in Florida:
- Patrick Space Force Base (PSFB)
- Cape Canaveral Space Force Station (CCSFS) including Kennedy Space Center launches
- CCSFS Mission Operations Center Rooms 146.1 and 140
- CCSFS Hangar T
Plus contractor’s own development facilities as needed.

Bidder Requirements
This is a sole source procurement; OTT HydroMet is the only known capable source.
Offeror must hold exclusive rights to the Meteostar modified Leading Environmental Analysis & Display System proprietary software, possess valid licenses for Red Hat Enterprise Linux 7.4 or higher, demonstrate experience applying STIG configurations, agile software development processes, field mill system analysis, and hardware/software integration in launch-support environments.
