The Department of Veterans Affairs, Network Contracting Office (NCO) 19, is conducting market research to identify qualified sources capable of providing venipuncture services for Veterans at the Vinita VA Clinic, part of the Eastern Oklahoma VA Health Care System (EOVAHCS). This is a new requirement. Services include outpatient lab draws, specimen processing, and preparation for transport to the VA Medical Center. The anticipated contract type is an Indefinite Delivery Indefinite Quantity (IDIQ), firm-fixed-price contract with a base year and nine (9) option years. Background
The Department of Veterans Affairs, Network Contracting Office (NCO) 19, is conducting market research to identify qualified sources capable of providing venipuncture services for Veterans at the Vinita VA Clinic, which is part of the Eastern Oklahoma VA Health Care System (EOVAHCS).

The goal of this contract is to ensure that Veterans receive necessary outpatient lab draws and related services in a timely and efficient manner.

Work Details
The contractor shall provide certified or trained phlebotomists to perform venipuncture lab draws, specimen processing, and preparation for transport to the VA Medical Center.

Services are expected to support approximately 2,400 outpatient draws per year, averaging about 10 draws per day from Monday through Friday.

The contractor must ensure compliance with The Joint Commission (TJC) standards, adhere to HIPAA regulations, and follow VA Directives and infection control protocols. Additionally, all personnel must meet credentialing and privileging requirements as outlined in VHA Directives 1100.20 and 1100.21.

Period of Performance
The anticipated period of performance is from March 1, 2026, to February 28, 2027, with nine (9) option years available.

Place of Performance
Services will be performed at the Vinita VA Clinic located at 27371 South 4410 Road, Cherokee Nation Medical Clinic, Vinita, OK 74301.
