East Ramp Barges

Background
The US Army Corps of Engineers, Memphis District is conducting market research to identify qualified sources for the fabrication of components for the East Ramp Barge Project. The project involves constructing a ramp that connects the Ensley Engineer Yard in Memphis, TN to a landing barge, facilitating maritime operations in McKellar Lake, which has direct access to the Mississippi River.

The existing EEY stringout serves as a docking facility for various maritime mission operations including dredging and vessel repair.

Work Details
The contractor will be required to fabricate the following components:
- (2) ramp barges
- (1) middle support float
- (1) middle support fixed base.

These components must meet government specifications and are intended for use in constructing the East Ramp that supports utilities, pedestrian, and vehicular traffic. The contractor will not be responsible for installing these components at the Ensley Engineer Yard. Sample plans are available to provide further understanding of the requirements.

Bidder Requirements
Interested firms must demonstrate relevant experience in fabricating steel structures with at least 35% completion within the last five years. Firms should provide a capabilities package including firm details, prior experience, capability to handle contracts of $10-$20M complexity, business size classification, approach to requirements, and transportation plans for delivery of fabricated barges.

That prior effort involved procuring a steel-hulled deck barge used to support the Ensley Engineer Yard in Memphis, including design, fabrication, testing of equipment/systems, and delivery for use in the EEY maritime operations. The current requirement for fabricating ramp barges and associated middle support components for an East Ramp tied into the existing EEY stringout appears to be a continuation within the same EEY/McKellar Lake barge infrastructure context.
