Background
The solicitation is for a Special Time Charter for the Military Sealift Command Norfolk, Strategic Sealift Program Support Office. The charter is for a vessel capable of meeting transportation requirements for submarine rescue support and other fleet mission support. The solicitation is 100% set-aside for small businesses with a due date of May 5, 2022.

Work Details
The vessel required should be a Jones Act qualified, U.S. flag vessel capable of supporting submarine rescue requirements and other fleet mission support. It should be able to install the NATO Submarine Rescue System and Submarine Rescue Diving Recompression System. The vessel should also support in-port and underway operations, carry government equipment, and provide training for government civilian mariners. Additionally, it should have specific certifications, operational endurance, speed, dynamic positioning system, deck space, and other capabilities as detailed in the solicitation.

Period of Performance
The charter period is for 182 days with one option period of 182 days and another option period of 120 days. The charter will commence on August 15, 2022.

Place of Performance
The place of delivery and redelivery is Joint Expeditionary Base Little Creek in Virginia. The vessel will operate throughout the Western Atlantic Ocean and pull into military and civilian ports as needed.
