The U .S. Department of Commerce (DOC) National Oceanic and Atmospheric Administration (NOAA) Western Acquisition Division (WAD) Boulder, CO on behalf of the Oceanic and Atmospheric Research (OAR) Office of Water and Air Quality (OWAQ) hereby issues solicitation 1305M320RNMNR0002 as a full and open competition for OAR/OWAG. The solicitation is for Earth Prediction Innovation Center (EPIC) support. NOAA/OAR/OWAQ seeks a qualified contractor to fulfill the EPIC requirement as stated in the Statement Of Objectives (SOO). The Government intends to award a single Indefinite Delivery Indefinite Quantity (IDIQ) contract from this solicitation.

Solicitation Issue date: March 23, 2020

Questions Due Date: April 6, 2020 12:00PM MT

Proposal Due Date: July 20, 2020 - 12:00 PM MT

Anticipated Award Date: Qtr 1 2021

The scope of the resulting contract will include all necessary personnel, equipment, materials, facilities, supplies and service for the development and support of EPIC and the Unified Forecast System (UFS) as outlined in the SOO.

The Government is working to finalize responses to the questions received on the EPIC RFP. As a result of the number of questions, NOAA intends to allow for a second round of RFP questions.

At this time, the proposal due date is extended to Monday, July 20, 2020.

Award is anticipated in Q1 of FY2021.
