Background
The National Oceanic and Atmospheric Administration (NOAA) is issuing this Request for Proposal (RFP) for a single-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to support the Earth Prediction Innovation Center (EPIC). The goal of this contract is to advance weather modeling skills, reclaim and maintain international leadership in numerical weather prediction, and improve the transition of research into operations. Per the Phase 1 Advisory Notification dated 2/10/2026 sent to those firms who submitted a proposal for Phase 1, any amendments and revised attachments issued for Phase 2 will only be provided to offerors who provided their intent to participate in Phase 2. Additionally, only questions submitted for Phase 2 from offerors who provided their intent to participate in Phase 2 were answered. Any proposal submitted in response to this amendment that is NOT from a Phase 2 offeror will not be evaluted and is not eligible for award.

7/30/2025 - The purpose of this advisory clarification is to provide answers to additional questions received, as detailed below:

Question #104: The Government stated The reference column in Attachment 3 can include information to direct the evaluators towards the corresponding criteria element within the contract support documents. Please limit information entered in this column to 100 characters. To the extent that narrative information is provided, Offerors may use the Technical Capability Narrative to provide narrative explanation of the TCPs - note that the page limit for the Technical Capability Narrative has been increased to twelve (12) pages. We would like to know if 100 characters is the limit for each support document or the total for each cell in the spreadsheet. Some of our TCPs will list multiple documents so we would like clarification on this limitation.

Answer #104: Offerors should limit their entries in the Attachment 3 reference column to 100 characters for each support document referenced. Note that this is a recommendation, but not a firm requirement (e.g., "Please limit" vice "Offerors must limit"), intended to ensure information entered into Attachment 3 is provided to direct evaluators towards the applicable substantiating information, but not to provide additional explanation and/or narrative information to bypass the applicable page limits for the Technical Capability Narrative. Offerors may also opt to highlight text within the reference documents to facilitate evaluation, but are not required to do so.

Question #105: The Government mentioned the option of using Kiteworks, a secure FedRAMP authorized file-sharing service, for submitting supporting documents. Please confirm that Kiteworks is approved for the transfer of CUI documents.

Because this advisory clarification does not materially change the solicitation terms and conditions, Offerors are not required to acknowledge this advisory clarification as an amendment when submitting their proposal. The proposal submission deadline remains unchanged.
