Amendement 1- The purpose of this amendment is to post the question and answers. No additiional amendments has been made to this RFP.

Amendment 2- The purpose of amendment #2 is to make administrative changes the solicitation. Due to these administrative changes the submission deadline has been extended to April 26, 2024 at 12:00pm EST. The following changes have been made the solicitation;

  • The term Adjectival Rating is hereby replaced with term Confidence Rating.
  • On page 97 in section M.2 section B the following sentence The technical evaluation will result in adjectival ratings of Outstanding, Good, Acceptable, Marginal, and Unacceptable by factor and overall Is hereby replaced with The technical evaluation will result confidence ratings of High Confidence, Some Confidence and Low Confidence .

No additiional amendments has been made to this RFP.

The is a Request for Proposal (RFP) for Clinical Services for the Employee Assistance Program (EAP) as described in the Statement of Work and pursuant with the terms and conditions attached. The government intends to award an Indefinite Delivery Indefinite Quantity (IDIQ), Firm Fixed Price (FFP) contract with a five (5) year ordering period. This requirement is set aside for SMALL BUSINESSES only. Any questions regarding the requirement must be submitted via email to Naomi Collier at Naomi.S.Collier@dea.gov no later than 10:00am EST on April 8, 2024.

Background
The Drug Enforcement Administration (DEA) is a federal law enforcement agency that employs approximately 8,355 employees to include 5,000 Special Agents. The DEA Employee Assistance Program (EAP) is a voluntary and confidential service designed to meet the unique needs of DEA employees and their family members for prevention, resolution and/or management of individual, family and vocational problems. The DEA EAP became fully operational in 1980 and requires a contractor who can provide the staff and infrastructure to successfully maintain excellent, continuous service in a law enforcement-oriented program.

Work Details
The purpose of this contract is to provide Employee Assistance Program (EAP) services to the employees of DEA and their families. The Contractor is responsible for recruiting, hiring, supervising and administering services privately through a network of licensed mental health clinicians with a minimum of 10 years’ experience providing services to a law enforcement population. The Contractor shall provide outreach and prevention, support and consultation to trauma team members, trauma response, consultation, short-term counseling, training, workshops, continuum of care events to develop employee awareness, understanding, ability to process through challenging experience and emotions in a safe environment with the end-goal of building resiliency and establishing a follow-up plan for managing difficulties in the future. The Contractor shall deliver a high standard of clinical, educational, consultative, administrative, and managerial services in carrying out EAP services listed in a timely manner with full compliance to confidentiality and contractual terms.

Period of Performance
The contract will have an ordering period from July 2, 2024 through July 1, 2029.

Place of Performance
The Contractor shall be responsible for providing EAP services to all DEA Domestic Divisions including the Puerto Rico Division.
