Background
The Army Contracting Command - Rock Island is issuing this solicitation for maintenance, supply, and transportation services at Picatinny Arsenal, NJ. The goal of this contract is to ensure the operational readiness of military equipment and support tactical units that may not have the capability to maintain their own equipment.

This contract is critical for sustaining the mission of the U.S. Army by providing necessary logistical support.

Work Details
The contractor will be responsible for various tasks including:
- Providing back-up maintenance support (Pass-back) to tactical units unable to maintain their own equipment.
- Performing preventive maintenance checks and services (PMCS) to detect and correct minor faults before they lead to serious issues.
- Managing pilferable items and ensuring compliance with controlled inventory standards.
- Supplying combat-essential supplies and repair parts as per the Prescribed Load List (PLL).
- Conducting rebuilds and overhauls of equipment to restore them to serviceable conditions.
- Documenting productive direct and indirect labor hours used in contract performance, excluding management hours.
- Administering government property in possession of the contractor through a designated Property Administrator (PA).
- Preparing push packages tailored to specific customer needs without requiring requisition from customers.
- Addressing quality deficiencies reported through Quality Deficiency Reports (QDR) and ensuring compliance with the Quality Assurance Surveillance Plan (QASP).
