Background
The contract is issued by the U.S. Government for the operation of a Contractor Operated Hardware Store (COHS) at various military installations in Okinawa, Japan. The goal of the contract is to provide necessary support for facility maintenance and repair by managing government-owned property and ensuring that authorized personnel have access to essential tools and materials.

This service is critical for maintaining the operational readiness of military facilities and supporting Military Family Housing (MFH) residents.

Work Details
The Contractor shall provide all necessary labor, supervision, and equipment to support COHS during duty hours across multiple locations including Camp Foster, Camp Kinser, Camp Courtney, and Kadena Air Base. Key tasks include:

- Issuing, transferring, storing, and managing government-owned property;
- Providing a simplified method for authorized personnel to obtain items such as tools and maintenance supplies;
- Managing storefront operations;
- Receiving items from suppliers;
- Maintaining inventory using a Contracted Operated Inventory Management System (COIMS);
- Ensuring proper labeling and identification of government items;
- Conducting regular inventory checks;
- Maintaining stock levels;
- Tracking tool inventory control;
- Delivering items as required by Housing Maintenance personnel;
- Adhering to performance standards for service delivery.

Place of Performance
The services will be performed at Camp Foster, Camp Kinser, Camp Courtney, Kadena Air Base, and various overflow warehouse areas in Okinawa, Japan.
