Description

Background
The Naval Air Warfare Center - Aircraft Division (NAWCAD) at Patuxent River, MD is seeking to procure flight hours through a Contractor Owned and Government Operated (COGO) Boeing 737-Next Generation aircraft for pilot proficiency and training support.

The goal of this contract is to provide comprehensive support for the aircraft, including all necessary labor, materials, equipment, supplies, and services. This acquisition will be conducted as a Single-Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Firm-Fixed Price orders over a period of four years and 364 days, adhering to specific NAVAIRINST guidelines and program requirements.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on prior NAWCAD E-6B In-Flight Trainer (IFT) contracted air services awards to Kals under contract N0042125D0079 (including a $61,039,909 award covering 03/03/25–03/02/27, and related performance 03/03/25–09/30/26). The prior work description—providing contracted air services for in-flight training and currency for Naval aviators in support of E-6B Mercury pilot training—aligns closely with the current requirement to procure flight hours using a COGO Boeing 737 NG aircraft for pilot proficiency and training support, including maintaining and supporting the aircraft and providing the associated training flight operations.
