E-2D Hawkeye Transition to Sustainment (HeTTS)

The Naval Air Systems Command (NAVAIR) has awarded a Cost Plus Fixed Fee order to Northrop Grumman Systems Corporation, Melbourne, FL, under an existing Basic Ordering Agreement, N00019-20-G-0005, for engineering and logistics sustainment support in support of the E-2D Hawkeye aircraft transition from production to sustainment.

This acquisition was pursued on a sole-source basis under statutory authority of Title 10 U.S.C. Section 2304(c)(l), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services Will Satisfy Agency Requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government. This effort is covered under the Class Justification and Approval (CJ&A) number 19-0471. The redacted CJ&A is attached to the announcement.
