E-2D Embedded National Tactical Receiver (ENTR) Retrofit Kit and Installations

The Naval Air Systems Command (NAVAIR) has awarded a hybrid Firm-Fixed Price and Cost Plus Fixed Fee order to Northrop Grumman Systems Corporation, Melbourne, FL, under an existing Basic Ordering Agreement, N00019-20-G-0005, for the procurement of ten Embedded National Tactical Receiver (ENTR) Version 4 (V4) Retrofit Kits and Installation in support of the E-2D Advance Hawkeye (AHE) aircraft.

This acquisition was pursued on a sole-source basis under statutory authority of Title 10 U.S.C. Section 2304(c)(l), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services Will Satisfy Agency Requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government. This effort is covered under the Class Justification and Approval (CJ&A) number 19-0471. The redacted CJ&A is attached to the announcement.
