This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2025-03, January 17, 2025. The provision at 52.212-3 and the clauses at 52.212-4, 52.212-5 apply to this acquisition; no addenda are attached.

This is an all-or-none requirement and partial proposals will be deemed unresponsive and will not be evaluated. The Government will award on a single purchase order to the responsible Offeror whose offer conforms to the requirements as stated in the Solicitation and is most advantageous to the Government based on the criteria listed in section L and section M of the Solicitation.

Contractors must be registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive access to the controlled attachments.

All responsible sources may submit a proposal which, if timely received, will be considered by the Agency. Proposals are due no later than the response date in the posting. Responses/offers shall be submitted electronically, PDF or MS Word Format to the email address in the posting.

Any amendment(s) issued to this Request for Proposal (RFP) will be published on this website. Therefore, it is the Offerors responsibility to visit this website frequently for updates on this procurement. No telephone requests.

Background
The Naval Air Systems Command (NAVAIR) Metrology and Calibration Program has a requirement to procure new Dynamic Torque Calibrators. These calibrators are essential for calibrating electric and pneumatic torque screwdrivers, torque wrenches, torque watches, torque limiters, and similar torque equipment in the United States Navy’s inventory. The goal of this contract is to ensure that the Navy has the necessary tools to maintain accurate torque measurements, which are critical for operational safety and effectiveness.

Work Details
The contract includes the procurement of a maximum of 33 Dynamic Torque Calibrators along with associated training and installation services. The specific requirements are as follows:
- **Item 0001**: 33 Each Dynamic Torque Calibrators (Firm-Fixed Price)
- **Item 0002**: 33 Each (Not Separately Priced) Contract Data Requirements List (CDRLs): A001, A002, A005, T001
- **Item 0003**: 1 Lot Exhibit B (Not Separately Priced) CDRLs: A003, A004, A006
- **Item 0004**: 1 Lot Training & Installation (Firm-Fixed Price)

The Dynamic Torque Calibrators must have a dynamic range from 1 lb-in to 1,000 lb-in and a static range from 10 oz-in to 100 lb-in. The contractor is required to provide DoD unique identification or an equivalent recognized identification for all items delivered. Additionally, the contractor must provide installation services and one day of training for up to ten personnel at the Fleet Readiness Center Cherry Point Calibration Lab in Havelock, North Carolina.

Period of Performance
The period of performance for this contract is three years from the date of contract award.
