7th Contracting Squadron, Dyess AFB, has a requirement to purchase and install bleachers at the base fitness center. The contractor shall provide all necessary labor, personnel, supervision, management, tools, equipment, transportation, materials and any other items necessary to demolish, remove and dispose, install and replace four (4) banks of bleachers in the gymnasium in accordance with the statement of work, any attached appendices, manufacturer standards, applicable US laws, commercial standards and business practices.

Please refer to the RFQ and attached SOW for more detailed information. Photos of existing bleachers are in Attachment 5.

E-mail is the required method for offer submission. The Contracting Specialist or Officer will send a confirmation email once your quote is received. If you do not receive a confirmation email, the Government did not receive your quote. Your offer shall include but is not limited to the following:

  1. Complete (must be signed) Page 2 of RFQ (or contractor equivalent*)
  2. The contractor shall provide a technical approach with their quote (see attached SOW for more details)

The offeror is not required to use Page 2 of this RFQ; however, if you choose not to use it, all of the information on Page 2 must be included in your offer.

Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

Background
The 7th Contracting Squadron at Dyess Air Force Base (AFB) is seeking to procure and install new bleachers at the base fitness center. The mission of this contract is to enhance the facilities available for fitness and recreational activities, ensuring compliance with applicable standards and regulations. The contractor will be responsible for all aspects of the project, including labor, materials, and management.

Work Details
The contractor shall provide all necessary labor, personnel, supervision, management, tools, equipment, transportation, materials, and any other items necessary to demolish, remove and dispose of the existing bleachers and install four (4) banks of new bleachers in the gymnasium.

The installation will involve placing two (2) banks of bleachers along each side of the gymnasium wall. Specific requirements include:
1. Four (4) manually operated banks of bleachers with dimensions of 5 rows and 28’-30’ wide wall attachment with a 12” rise and 26” span.
2. Each seat module should measure 18” x 10” with intermediate steps and a self-storing aisle.
3. Load-bearing capabilities must support 120 pounds per linear foot for seats and 50 pounds per linear foot for handrails.
4. The bleachers must be installed/fixed to the gymnasium walls to ensure functionality.

Period of Performance
The contract work is expected to be completed within 60 calendar days after the date of contract award, with a maximum allowable delivery period extending to 90 calendar days if necessary.
