DTU/HDVR Production FRP 6-10

The Naval Air Systems Command (NAVAIR) has a Small Business Innovation Research (SBIR) Phase III requirement to procure three devices: MU-1164(C)/A Data Transfer Units (DTU), RO-666(C)/A High Speed Video Network Data Video Recorders (HDVR), and 1553 DTU. It also includes procurement of ancillary equipment required by all three devices: Maintenance Access Cable (MAC), Data Transfer Device (DTD), encryptor management cable, and DI-12(C)/A Ground DTU (G-DTU). SBIR Phase III is intended to be a follow-on to the SBIR Phase III contract, which was awarded to Physical Optics Corporation (POC), Inc.

As the prime contractor for the DTU Production, 1553 DTU Production, and HDVR Production, POC is the original designer and integrator of the DTU into the F/A-18C-F and EA-18G mission systems and as such, is the only source that possesses all of the technical data to ensure delivery of all parts within the five (5)-year contractual period consisting of one (1) base year with 12-months and four (4) option years with 12-months each. This procurement will be funded with USN and Foreign Military Sales (FMS) appropriations. The FMS funds will come from the following countries: Canada, Australia, Finland, Switzerland, and Germany. NAVAIR intends to negotiate the effort as a sole source delivery order with POC, Torrance, CA.

Award will be made with authority under FAR 6.302-1, only one responsible source and no other supplies or services will satisfy requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and a technical capability statement in response to this notice. Responses without a return address, mailing address, and company telephone number will not be recognized. No phone calls will be accepted. Proprietary data in the responses will be protected where so designated. A determination not to compete this proposed effort based on responses to this notice is solely within the discretion of the Government. NAVAIR does not guarantee an award for the requirement above.
