DTRA CTR Advisory & Assistance Services Follow-On

Description: The Defense Threat Reduction Agency (DTRA) plans to conduct an Industry Day to give deep dive briefings on each Cooperative Threat Reduction (CTR) program department that will be supported by Advisory and Assistance Services (A&AS) for the Defense Threat Reduction Agency (DTRA). The following DTRA organizational elements participate in CTR program execution and are expected to require support under this contract: DTRA Director and Deputy Director, CTR Program Integration Department, the CTR Biological Threat Reduction Department, the CTR Security & Elimination Department (made up of the Chemical Security & Elimination Program, the Global Nuclear Security Program, and the Strategic Offensive Arms Elimination Program), the CTR Proliferation Prevention Department, the Defense Threat Reduction Offices/Cooperative Engagement Offices, the DTRA On-Site Inspection and Building Capacity Directorate, the Cooperative Threat Reduction Policy Office, and the Threat Reduction Engagement Program.

This Industry Day will provide information to industry participants with respect to required department A&AS tasks, activities, responsibilities, duties, specialized skill sets, travel, constraints, desires, etc., the DTRA small business program, and the notional planned competition/acquisition strategy and contract details. The DTRA presentations will be followed by a Q&A session.

Location: Defense Logisitics Agency (DLA) Headquarters Complex (HQC)

While technically part of Ft. Belvoir , the DLA HQ Complex is located on a separate parcel on the north/western side of Rt. One/Richmond Hwy near the Fairfax County Parkway and is NOT adjacent to or within the main Ft. Belvoir base. Please allow ample time to access the complex. The Headquarters Complex has controlled access. All Industry Day participants must first check in at the DLA HQ McNamara Complex Visitor Control Center (VCC) using the Main Gate (Gate 1) (VCC is to the immediate right of the gate). This includes holders of DoD CAC cards and/or military retiree credentials. The Visitor Center has short term parking. The Visitor Center will verify your visit against the DTRA registration list (see registration link below). Visitors should NOT pre-register using the DLA Vistor Control Center DBIDS system; instead, all registration must be accomplished using the link below. Participants must bring a government-issued photo ID.

After leaving the Visitor Control Center, park in any open NON-numbered space in the parking lot (large main lot to the north/east that surrounds the McNamara HQ Complex). Attendees are encouraged to carpool or use Metro. Remember where you parked your car! After parking, proceed to the DLA Building main lobby entrance (Pod 4), located in the center of the building--the entrance adjacent to the flag poles--and report to the DTRA Industry Day registration desk that will be set up near the doors. Note: This event is being held in the DLA Building, NOT the adjacent DTRA HQ building.

Due to the limited amount of space, only three (3) representatives from each company will be allowed to attend. Participant swap outs/substitution requests after the January 28 registration deadline (see below) ARE NOT AUTHORIZED AND WILL NOT BE ACCOMODATED.

The Government plans to publish copies of the Industry Day presentation and all submitted questions with responses after the event concludes.

Inclement Weather Procedures:

DTRA follows a separate operating status from OPM. Participants are encouraged to check the DTRA operating status for the DTRA HQ Complex the day of the event, located at www.dtra.mil, under About and Operating Status . The following guidelines apply:

  • If the DTRA HQ is Open with the Option for Unscheduled Leave/Telework , Industry Day will be conducted as planned.
  • If DTRA HQ is on a Delayed Arrival (with or without the option for telework/unscheduled leave), Industry Day will be conducted as planned
  • If DTRA HQ is Closed, Industry Day is cancelled and will be re-scheduled.

This is a Request for Information (RFI)/Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. This notice is for MARKET RESEARCH PURPOSES ONLY; no solicitation exists and the Government will not respond to "requests for the solicitation". Any solicitation ultimately issued for this procurement will be posted on the appropriate Government platform in accordance with the approved acquisition strategy. Background
The Defense Threat Reduction Agency (DTRA) plans to conduct an Industry Day to give 'deep dive' briefings on each Cooperative Threat Reduction (CTR) program department that will be supported by Advisory and Assistance Services (A&AS) for the Defense Threat Reduction Agency (DTRA). The Industry Day will provide information to industry participants with respect to required department A&AS tasks, activities, responsibilities, duties, specialized skill sets, travel, constraints, desires, etc., the DTRA small business program, and the notional planned competition/acquisition strategy and contract details.

Work Details
The contractor shall provide all necessary personnel, materials, and equipment required to provide A&AS support for the CTR Program and relevant offices as outlined in the scope above. Specifically, the contractor shall provide the technical services, support, and assistance as detailed in this Statement of Work (SOW). The type and level of support required by the A&AS contractor may vary due to the dynamic changes in mission execution occurring in the CTR Program. The contractor shall support CTR as necessary in all countries of engagement. The contractor shall provide technical subject matter expertise capable of providing advice and assistance in various areas such as requirements generation analyses, analyses of alternatives generation and evaluation, technical proposal evaluations, requirements validation analyses, requirements verification planning and execution (i.e. test and evaluation), gap analyses, risk analyses, concept of operations development, design reviews, measures of effectiveness and performance metrics development among others.
