March 28, 2022 Update: The slides presented at the Training Framework and Process Industry Day are now available in the "attachments" section of this notice.

On Tuesday, March 15, 2022, the Defense Threat Reduction Agency (DTRA) contracting activity and Cooperative Threat Reduction (CTR) Biological Threat Reduction Program (BTRP) will host a Training Framework and Process Industry Day to inform, and discuss updates to the BTRP training framework. The Industry Day will take place virtually.

There is no solicitation associated with this event. The sole intent of this notice and event is to engage with current and potential performers to discuss the evolution of BTRPs training framework. The BTRP Training Team welcomes constructive feedback and dialogue from all parties involved with the industry day event. Nothing in this notice or event shall constitute, now or in the future, a binding legal, financial or contractual commitment on behalf of the United States. The Government will not reimburse contractors for any costs associated with this notice or event.

BACKGROUND: BTRP's mission is to protect the United States, its Armed Forces, and our allies from biological threats by strengthening the capabilities of partner nations and the international community to prevent, detect, and prepare for outbreaks caused by especially dangerous pathogens.

As the program has evolved and moved into new cooperative engagements to strengthen biosecurity, biosurveillance, and biosafety capabilities, the nature of BTRP's work has shifted away from heavy infrastructure projects toward the strengthening of sustainable capabilities. Training is a critical component of program engagements.

To ensure training activities are effective and sustainable, BTRP invested resources to improve upon existing training processes, including developing mechanisms to track training events and associated outcomes. BTRP has transitioned to a competency-based learning framework to allow for focused development of partner skills, alignment to international certifications and programs, and traceability to programmatic processes, planning, and metrics. Collectively, it is expected that these programmatic updates will have significant impact for both BTRP and our international partners.
