Background
The Defense Security Cooperation Agency (DSCA) has established the Irregular Warfare Center (IWC) to enhance the Department of Defense's understanding of irregular warfare concepts and doctrine.

The IWC aims to transform strategic mindsets by integrating conventional combat power with irregular warfare methodologies, thereby providing options against current and emerging threats. The center was codified in the National Defense Authorization Act (NDAA) Title 10, Section 345, which outlines its authorities including coordinating education curricula related to irregular warfare, facilitating research, and engaging with various stakeholders on security challenges.

Work Details
The contractor is required to provide non-personal services in support of the IWC, which includes: managing the center, providing technical assistance at designated sites, and ensuring all personnel, equipment, supplies, and materials are available for effective operations.

Specific tasks include developing novel approaches to irregular warfare, training U.S. Government personnel and allies on IW activities, enhancing U.S. lethality through global networks around core IW functions, coordinating DoD training curricula related to IW, and serving as a repository for IW resources. The contractor must ensure that personnel have appropriate security clearances as specified in the Performance Work Statement.

Period of Performance
The contract will be performed over a period of one base year from August 1, 2025, to July 31, 2026, with options for additional years extending through July 31, 2028.

Place of Performance
The services will be performed at the Defense Security Cooperation Agency's offices located at 201 12th Street South, Suite 203, Arlington, VA 22202-5408.
