DSCA GlobalNet Operations and Sustainment

Background
The Defense Security Cooperation Agency (DSCA) Office of Business Operations (OBO) is seeking support services for the GlobalNET Operations and Sustainment.
The agency manages a portfolio of Information Technology (IT) mission systems and services to enable its mission.
This Sources Sought Notice is part of market research to identify potential sources for these services.

Work Details
The contractor shall provide support services for GlobalNET Operation and Sustainment, including but not limited to:
1. Project Management: Manage performance of all requirements and tasks, ensuring work remains within contract scope or has prior approval. Use Agile methodology preferred by the Government, or propose an alternative.
2. Scheduling: Develop and maintain a schedule with milestones, actions, and deliverables within 10 business days post-award.
3. Contract Health Report: Prepare an annual report summarizing achievements and obstacles encountered during the year, including training completed by personnel.
4. Outage Notification: Notify the Government of outages longer than 10 minutes within 30 minutes during regular hours; outside hours via email within 30 minutes of the next business day.
5. Scientific and Technical Reporting: Complete a report detailing work accomplished under the contract, including a SF298 cover form.
6. Documentation: Develop and maintain all relevant documentation related to tasks and projects.
7. Testing: Assure quality through testing prior to release, including participation in reviews and User Acceptance Testing (UAT).
8. Configuration Management: Ensure all software changes are captured and published correctly.
9. Lifecycle Management: Manage the entire lifecycle of the GlobalNET platform, including procurements and renewals, ensuring compliance with DISA instructions for certificates.
10. Risk Management Plan (RMP): Develop a comprehensive RMP addressing risks associated with project execution, updating it as necessary within specified timelines.
