OVERVIEW SUMMARY: Support is currently provided by DSC on a GSA Task Order. The incumbent, DSC, as well as the winner of this follow-on re-compete shall provide specialized and unique IT software development and implementation services to CTO in support of specific law enforcement related programs and processes. Specifically, the newly awarded vender will lead developers in Regional Security Officer Local Vetting for Embassies overseas and other systems. More specifics of those systems will be discussed after award at the proper clearance level.

Background
The U.S. Department of State is seeking technical support for the development, evolution, enhancement, and deployment of software applications such as RESOLVE, ISMS, DWMS, SIMAS, and other Arris Federal based applications. The purpose of this task order is to provide technical support for the Office of the Chief Technology Officer (DS/EX/CTO) in the full software development life cycle (SDLC), including development, evolution, enhancement, and deployment for CTO applications.

Work Details
The contractor is required to provide program management and project management support under this task order. This includes coordinating a project kick-off meeting, preparing monthly status reports, convening technical status meetings, preparing a project management plan (PMP), updating the PMP and quality control plan (QCP), performing DS/CTO project lifecycle activities, and preparing trip reports.
Additionally, the contractor will provide technical and analytic support in the development, implementation, and integration of enhancements for various systems such as RESOLVE, ISMS, DWMS, SIMAS, and other ongoing systems. The work will be overseen by CTO to meet federal and Bureau performance requirements and must support government-wide initiatives related to the control, handling and dissemination of classified and controlled unclassified information.
