Background
The U.S. Coast Guard is issuing a solicitation for the drydock repairs of the USCGC Sea Horse for fiscal year 2026. The mission of the Coast Guard includes maintaining and repairing its fleet to ensure operational readiness. This contract aims to facilitate necessary repairs and maintenance on the vessel, ensuring it meets safety and operational standards.

Work Details
The contractor shall provide a facility accessible from a navigable waterway where the USCGC Sea Horse can safely arrive, lie afloat, and depart at all states of tide at any time of day or night. The facility must have a minimum water depth of 12 feet and a minimum height clearance of 55 feet. The scope includes extensive structural and electrical/electronics repairs, requiring knowledge and experience with complex systems. Contractors must submit documentation regarding welding certifications, fire safety plans, and experience with similar projects on DOD and USCG vessels.

Specific tasks include:
- Developing a fire safety plan that addresses temporary measures for fire detection/alarm systems during repairs.
- Identifying anticipated breaches of the cutter's fire protection boundaries and mitigation strategies.
- Providing detailed information about key personnel's qualifications who will perform these complex repairs.

Period of Performance
The contract will be performed from April 15, 2026, to June 17, 2026.
