Drydock: USCGC Melvin Bell Drydock FY25   3

Background
The U.S. Coast Guard (USCG) is issuing a solicitation for drydock services for the USCGC MELVIN BELL, a vessel requiring maintenance and repairs. The goal of this contract is to ensure the vessel is serviced at a facility that meets specific operational requirements, allowing it to safely arrive, lie afloat, and depart at all states of the tide. This contract is part of the USCG's mission to maintain its fleet in optimal condition for operational readiness.

Work Details
The contractor shall provide a facility accessible from a navigable waterway where the USCGC MELVIN BELL can safely dock. The facility must have a minimum water depth of 12 feet and a height clearance of 60 feet. The scope includes:
1. Drydock repairs as specified in the attached documentation.
2. Compliance with U.S. Coast Guard standard specifications for repairs and maintenance.
3. Submission of various certifications and qualifications including but not limited to:
- Fire Safety Plan detailing temporary measures during repairs.
- Documentation on sewage and grey water system cleaning procedures.
- Evidence of experience with watertight hull fittings.
- Welding certifications specific to the work required.
4. Conducting site inspections prior to contract performance to assess conditions affecting cost and execution.

Period of Performance
The contract will be performed from September 2, 2025, to December 30, 2025.

Place of Performance
The work will be conducted at a facility accessible from a navigable waterway, specifically at the home pier located at 427 Commercial Street, Boston, MA 02109.
