Drydock: USCGC Hawksbill DD FY26   2

Background
The USCGC HAWKSBILL (WPB-87312) is a vessel operated by the United States Coast Guard (USCG). The purpose of this contract is to facilitate drydock repairs for the vessel during fiscal year 2026. The USCG's mission includes ensuring maritime safety, security, and environmental protection.

This solicitation aims to procure services that will allow the HAWKSBILL to maintain operational readiness and compliance with safety standards.

Work Details
The contractor shall provide a facility accessible from a navigable waterway where the USCGC HAWKSBILL can safely arrive, lie afloat, and depart at all states of tide at any time of day or night. The facility must have a minimum water depth of 12 feet and a minimum height clearance of 55 feet. Specific tasks include:
1. Coatings Certification Requirements: Submit a plan to meet SFLC Standard Specification 0000 coatings QC/QA requirements, including resumes and certifications for QP1 certified painters.
2. Sewage and Grey Water System Cleaning Procedures: Describe methods for cleaning sewage and grey water system piping and tanks.
3. Watertight Closure Assessment Qualification Requirements: Document prior experience with watertight hull fittings repair.
4. Handling of Mast Interferences: Provide evidence of staff experience in handling sensitive electronic equipment on masts.
5. Thermographic Inspection Certifications/Qualifications: Include documentation for personnel performing thermographic inspections.
6. MTU Engine Maintenance Qualification/Experience Requirements: Submit qualifications for technical representatives performing maintenance on MTU marine engines.
7. Structural and Electrical/Electronics Experience: Provide credentials in conducting major repairs on DOD and USCG vessels.
8. Welding Certifications/Procedures: Submit welding documentation specific to the solicitation requirements.
9. Dry Dock Certifications and Pre-Award Calculations: Provide necessary certifications and calculations as specified in SFLC Standard Specification 8634.
10. Fire Safety Plan: Describe measures to meet fire detection/alarm/response requirements during repairs.

Place of Performance
The work will be performed at a facility located at or near the home pier of the USCGC HAWKSBILL, which is situated at 100 Lighthouse Ave, Monterey, CA 93940.
