Drydock: USCGC Haddock DD FY2027   2

Background
The U.S. Coast Guard is issuing a solicitation for drydock repairs of the USCGC HADDOCK (WPB-87347) as part of their ongoing maintenance and operational readiness efforts. The goal of this contract is to ensure that the vessel remains in optimal condition for its missions.

The home pier for the USCGC HADDOCK is located at 2710 N. Harbor Dr., San Diego, CA 92101.

Work Details
The contractor shall provide a facility accessible from a navigable waterway where the USCGC HADDOCK can safely arrive, lie afloat, and depart at all states of the tide at any time of day or night. The facility must have a minimum water depth of 12 feet and a minimum height clearance of 55 feet.

Specific tasks include:
1. Conducting drydock repairs as specified in the attached specification document.
2. Ensuring compliance with SFLC Standard Specification for coatings QC/QA requirements.
3. Cleaning sewage and grey water system piping and tanks using appropriate methods.
4. Assessing watertight closures and repairing hull fittings.
5. Handling mast interferences with care, ensuring proper removal and storage of sensitive equipment.
6. Performing thermographic inspections by certified personnel.
7. Documenting structural and electrical/electronics experience relevant to DOD and USCG surface vessels.
8. Providing welding documentation in accordance with SFLC specifications.
9. Submitting a fire safety plan addressing fire detection/alarm/response requirements during repairs.

Period of Performance
The contract period of performance is from November 3, 2026, to February 2, 2027.

Place of Performance
The work will be performed at a facility accessible from a navigable waterway capable of accommodating the USCGC HADDOCK, specifically in San Diego, CA.

Bidder Requirements
This solicitation is set aside for small businesses (Small Business Set Aside - Total). Bidders must demonstrate relevant experience with DOD and USCG surface vessels, possess necessary certifications (e.g., welding certifications), and provide evidence of key personnel qualifications related to structural and electrical repairs.
