Background
Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF) is a US Navy regional industrial center located on the island of Oahu, Hawaii. The facility is responsible for maintaining, overhauling, and repairing various vessels of the US Navy, providing a wide range of services and resources to support submarines, surface vessels, and shore-based activities in the Pacific.

PHNSY&IMF seeks a qualified contractor to provide labor, equipment, tools, and materials necessary for the removal and proper disposal of silt and sediment from Dry Dock Suction Chambers.

Work Details
The contractor shall perform the following tasks:
1. Provide all labor, equipment, tools, and materials to remove and properly dispose of all sediment from the suction chambers at Dry Docks 2 & 3.
2. Sediment accumulation may require water abatement before removal.
3. Testing and disposal must comply with local, State, and Federal environmental regulations.
4. The estimated sediment volume in Dry Dock 2 is approximately 225 cubic feet; in Dry Dock 3 (including interconnecting tunnel), it is about 850 cubic feet.
5. Work must be coordinated with PHNSY&IMF operations to minimize impact on daily activities.

Period of Performance
The tentative period of performance for this service is from September 21, 2026 to September 20, 2027.

Bidder Requirements
Bidders must be registered by the award date. This opportunity is a Small Business Set Aside - Total (SBA). Offerors must demonstrate technical capability by submitting a detailed technical proposal that shows knowledge and experience in performing PWS requirements. A CMMC Level 1 self-certification for handling Federal Contract Information (FCI) is required at the time of award.

Its industrial operations provide the US naval forces with a wide range of services and resources located on the island of Oahu, Hawaii, with direct and indirect support to submarines, surface vessels and shore based activities in the Pacific.

PHNSY&IMF seeks a contractor that is qualified to provide all labor, equipment, tools and materials to remove, test and properly dispose of all silt and sediment from a Dry Dock Suction Chamber. Additional details and specifications can be found in the attached draft Performance Work Statement (PWS).

The tentative period of performance for this service 09/21/2026 09/20/2027. *(Performance period may be updated.)

The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 562219: Other Nonhazardous Waste Treatment and Disposal, the size standard for this NAICS is $47,000,000. The Product Service Code is F103: Environmental Systems Protection- Water Quality Support.

Please note the following:

  • The solicitation number for this requirement is N32253-26-Q-0081
  • When submitting quote, follow the solicitation instructions listed under Section L - Instructions, Conditions, & Notices to Offerors or Quoters.
  • Quotes are due no later than 09/15/2026 at 09:00 a.m. HST.
  • Quotes must be sent via email to both the primary and secondary points of contact.
  • All firms or individuals responding must be registered with the System for Award Management(SAM) (https://www.sam.gov) by the award date.
  • In order to evaluate Technical Capability, the Offeror is required to submit a detailed written technical proposal (not to exceed 5 pages) that clearly demonstrate thorough knowledge, understanding, and experience in performing the PWS requirements and solicitation requirements. Non-conformance will deem an Offeror ineligible.

The Government anticipates conducting a site visit on Friday, 09/11/2026 at 09:00 a.m. HST. Interested vendors shall submit name(s) and email address(es) of all intended attendees to: kelliann.a.shimote.civ@us.navy.mil and frank-dwayne.r.lujan.civ@us.navy.mil by Tuesday, 09/08/2026 at 2:00 p.m. HST. Upon receipt, the Government will provide final site visit details, including confirmation of the date and time.

All quotation submissions need to include completion of FAR 52.222-50, 52.209-11, 52.212-3, 52.219-1, 252.204-7016 and 252.204-7017.

As part of the price quote package, the Offeror shall submit the completed SF 1449 with blocks 17a.and 30a.-30c. (SF 1449 page 1) and CLIN information (0001 and 0002) completed. Submission of a signed offer to the Government constitutes agreement and acceptance of the solicited terms and conditions.

The Government may revise the solicitation at any time by means of an Amendment. It is an offeror's responsibility to ensure it is accessing the Government Point of Entry (GPE) website, https://sam.gov/, to view potential amendments and procurement notifications for this solicitation.

Provide an itemized price breakdown that clearly and concisely describes the Offeror's response to the requirements. At a minimum, include separate line-item pricing for: Labor (hours and labor category/rate); Equipment rental (if any), Supplies, and any other direct costs.

Contract award will be in accordance to Section M - Evaluation Factors for Award as stated in the solicitation.
