Dry Cargo Voyage Charter   3

Background
The Military Sealift Command (MSC) Norfolk, specifically the Strategic Sealift Program Support Office, is issuing a Request for Proposals (RFP) N3220526R6061 for vessel(s) capable of meeting specific transportation requirements.
The goal of this contract is to secure a dry cargo voyage charter that complies with all applicable regulations and operational needs.

Work Details
The contractor is required to provide one U.S. Flag, Jones Act compliant tug and ABS certified, self-sustaining barge with the following specifications:
- Capacity to carry a minimum of 60 TEUs of containerized ammunition while satisfying all regulatory HAZMAT compatibility and segregation requirements.
- Length Overall (LOA) not to exceed 687 ft. / 209.4 m and laden draft not to exceed 31.5 ft. / 9.6 m.
- Cargo includes 20-foot ISO shipping containers with an average weight of 21,000 lbs and a maximum weight of 26,000 lbs, including Hazardous Material Hazard Classes/Divisions 1.1-1.4S.
- Load Terms: F.I.O.S.S at Military Ocean Terminal Concord (MOTCO).
- Discharge Terms: LINER TERMS at West Loch Wharves 4 & 5, Pearl Harbor, HI.
- Load Ports: Military Ocean Terminal Concord (MOTCO) Wharf 3, CA; West Loch Wharves 4 & 5, Pearl Harbor, HI.
- Laytime: Total of 3 days for the entire mission.
- Discharge Ports include West Loch Wharves in Pearl Harbor and MOTCO Wharf in CA with specified latest arrival dates.
- The contractor must provide detailed stow plans compliant with regulations and ensure proper segregation of munitions containers aboard the vessel.

Period of Performance
The contract performance period will commence on or around April 29, 2026, with various milestones including load dates and discharge dates extending through May 21, 2026.

Place of Performance
The contract will be performed at Military Ocean Terminal Concord (MOTCO), California, and West Loch Wharves 4 & 5 in Pearl Harbor, Hawaii.
