Background
The solicitation is issued for a Dry Cargo Voyage Charter by the U.S. Navy, which involves providing deep sea vessel services. The contract aims to support the Navy's operational readiness and mission requirements through the provision of various maritime personnel and services.

Work Details
The contractor will be responsible for providing a range of maritime personnel including but not limited to: Master, Chief Engineer, Chief Mate, Second Mate, Third Mate, First Assistant Engineer, Second Assistant Engineer, Third Assistant Engineer, Boatswain, Able Seaman, Ordinary Seaman, Unlicensed Engineer, Qualified Member of Engineering Department/QMed, Steward (Assistant), Head Steward, Electronics Material Officer, Ship Communications Officer.

Specific duties include:
- Master: Overall command of the vessel; responsible for navigation and crew safety.
- Chief Engineer: Manage engine operations and maintenance; oversee engineering personnel.
- Chief Mate: Supervise deck operations; manage cargo loading and safety protocols.
- Second/Third Mates: Assist in navigation and operations; supervise watch teams.
- Engineers: Maintain and operate machinery; ensure compliance with safety regulations.
- Steward personnel: Manage food services and cleanliness aboard the vessel.

All personnel must adhere to applicable wage determinations under the Service Contract Act and Executive Orders regarding minimum wage and worker protections.

Place of Performance
The contract will be executed at various coastal U.S. ports and surrounding Outer Continental Shelf lands.
