Background
The Military Sealift Command (MSC) Norfolk, specifically the Strategic Sealift Program Support Office, is issuing this solicitation for a Dry Cargo Voyage Charter. The MSC's mission is to provide strategic sealift capabilities to support U.S. military operations and ensure the timely delivery of cargo. This acquisition aims to secure vessel(s) capable of meeting specific transportation requirements for military cargo, including ammunition.

Work Details
The contractor is required to provide one U.S. or foreign flag, self-sustaining vessel capable of carrying a minimum of 204 ammunition TEUs while complying with all applicable regulatory HAZMAT compatibility and segregation requirements.

The vessel must not exceed a length overall (LOA) of 948 ft. (289 m) and a draft of 50 ft. (15.2 m). The cargo consists of 20-foot ISO shipping containers with an average weight of 25,000 lbs and a maximum weight of 40,000 lbs, including hazardous materials classified under Hazard Classes/Divisions 1.1 through 1.4S.

The load port is Naval Magazine, Indian Island, WA (USA), with an available load date of April 7, 2025. Discharge ports include Tengan, Okinawa, Japan; Apra Harbor, Guam; and Tengan again with latest arrival dates ranging from May 4 to May 23, 2025. Laytime is set at six days total for the entire mission with specific terms for loading and discharging outlined as F.I.O.S.S. and Liner Terms respectively. The contractor must also ensure proper stowage and segregation of all loaded munitions containers in compliance with applicable regulations.

The contract will be performed starting from the available load date on April 7, 2025, through the latest arrival date at discharge ports on May 23, 2025.
