Background
The Military Sealift Command (MSC) is conducting market research through the Strategic Sealift Program Office. This Sources Sought Notice (N32205-SS-N321-26-118) is intended to gather information regarding the price and availability of vessels capable of transporting a U.S. Navy ceremonial barge. The goal is to identify suitable self-sustaining vessels for this operation.

Work Details
The contractor will be responsible for loading, transporting, and discharging one U.S. Navy ceremonial barge. Key requirements include:
1. Availability of U.S. and foreign flag, self-sustaining vessels capable of float-on/float-off (FLO/FLO) or lift-on/lift-off (LO/LO) operations.
2. Load port: Baltimore, Maryland with a prompt available load date (ALD).
3. Discharge ports: San Diego, California or Pearl Harbor, Hawaii; pricing must be provided for both.
4. A 10-day layday window between ALD and laydays (LAD) is required.
5. Cargo dimensions: Length overall (LOA): 63.5 ft, Beam: 16.5 ft, Height: 24.5 ft, Weight: 75,400 lbs.
6. Additional responsibilities include providing cradle, cribbing, blocking, and sea fastening for ocean transport; pricing and technical planning as part of a fixed price; appointing an Independent Marine Surveyor (IMS); ensuring cargo is gas-free certified by a Marine Gas Chemist prior to discharge; and providing temporary toilet facilities during operations.
