The purpose of Amendment 0001 to solcitation W15QKN-25-Q-A143 (Drug Testing Coordinator Services - USAG Fort Hamilton, NY) is to extend the due date for proposals to Wednesday, 14 May 2025 at 2:00pm (EST), and to provide the Questions and Answers document for the solicitation and to revise the travel and training CLINs 0002, 0004, 0006, 0008 and 0010 to add the following wording: "NOTE TO CONTRACTORS: DO NOT PRICE CLINS 0002, 0004, 0006, 008 AND 0010. THE GOVERNMENT WILL BE ENTERING A NOT TO EXCEED DOLLAR AMOUNT OF $2200.00 AT THE TIME OF AWARD." Please see the attached Questions and Answers and the attached solicitation amendment W15QKN-25-Q-A143 for details.

The United States Army Garrison (USAG) at Fort Hamilton, New York has a requirement for Drug Testing Coordinator Services for the purpose of providing the Fort Hamilton Military Community with services required by AR 600-85. The objectives of the drug testing are to facilitate early identification of drug abuse and the deterrence of drug abuse. The services described in the Statement-of-Work (SOW) include administration and coordination of the Command Drug Testing program for military personnel assigned to units and the Department of the Army (DA) Drug Testing Program for DA civilians. A Firm-Fixed-Price (FFP) contract is the preferred contracting method of the United States Government. Background
The United States Army Garrison (USAG) at Fort Hamilton, New York, has a requirement for Drug Testing Coordinator Services to support the Fort Hamilton Military Community. The mission of this contract is to facilitate early identification and deterrence of drug abuse among military personnel and Department of the Army (DA) civilians as mandated by AR 600-85.

The goal is to ensure the security, military fitness, good order, and discipline within units while also assisting in maintaining public health and safety.

Work Details
The contractor will administer and coordinate the Command Drug Testing Program for military personnel and the DA Drug Testing Program for DA civilians. Key tasks include:
1. Facilitate early identification of drug abuse and deter substance abuse.
2. Enable commanders to assess unit security, military fitness, good order, and discipline.
3. Use obtained information for appropriate disciplinary actions or referrals for evaluation/rehabilitation.
4. Assist civilian employees in seeking rehabilitation for illegal drug use and determine fitness for appointment or retention in Testing Designated Positions.
5. Develop data on the prevalence of drug abuse within the Army.
6. Work hours are Monday, Tuesday, Thursday from 0800-1200 and 1300-1700 hours, and Friday from 0800-1200 (totaling 28 hours per week), with potential adjustments upon approval from the Contracting Officer Representative (COR).

Period of Performance
The contract will have a base period of 12 months with four additional 12-month option periods.
