Description

The Office of Capital Access is assuming management of all SBA financial products and is leading the initiative to combine all User interactions with SBA financial products under the SBA Unified Platform (UP) initiative. The Disaster portfolio of software applications that support its core disaster assistance mission is comprised of multiple components and provides essential capabilities for each phase of the loan processing lifecycle. SBA is seeking vendors who can assist with meeting the objectives to develop and maintain the new AWS-hosted Unified Platform (UP) within the Capital Access Financial Systems (CAFS). The objectives include: - Migrate existing functionality and data from legacy Disaster systems to CAFS AWS environment. - Implement portals with dashboards that include workflows. - Provide enhancement, maintenance, and operational support for CAFS AWS environment. - Provide enhancement, maintenance, and operational support for CAFS AWS and On-Premise interfaces. - Procure and integrate with third party solutions which include IRS, SAM, USPS, electronic signature, credit score tool, OCR, Mapping and third-party tools to validate applicants. - Lender Match enhancements and AWS re-hosting. - Borrower user interface enhancement and AWS re-hosting. - Integrate with OCA's existing Central Login System (CLS) a NIST standards application supporting IAL2, AAL2, and FAL 2 PURPOSE: The purpose of this Contract is for the migration of the UP application and legacy in-process disaster applications into a Production SBA AWS-hosted Unified Platform (UP), allowing for the retirement of the legacy Salesforce Microsoft Azure Cloud applications, 3rd party commercial software and Microsoft Azure Synapse Analytics. SBA seeks a technical capability teamed with innovative concepts/methodologies and industry best practices in support of OCA's Information Technology needs. The core elements anticipated for this requirement are: Program Management, Technical Architecture, Integration, and support, Security, Full Software Life-Cycle Testing and Quality Assurance, Software Development and defect remediation, Software deployment, Configuration Management Support, Production Support, and Software tenance, and Transition, Innovation and Business Process Improvement and Third Party Ancillary Services. The contractor shall provide the necessary skilled staff, tools, and resources to analyze, develop, test, configure, deploy, maintain, and enhance OCA's supported systems. The services required include life cycle development, i.e., requirements analysis for business and functional needs, system design and analysis, programming, testing, integration, training, and training data related to the products delivered, implementation, operations, system/software maintenance, project-specific system engineering, information/software engineering, product assurance, project management, and other related services and products. The government requires specific methodologies and technologies that are followed by OCA's combined platform UP initiative that will be maintained in CAFS. The platform will leverage the agency's current architecture which includes Amazon Cloud technology architecture utilizing Amazon Web Services (AWS), vue js for web pages, node js with APIs, Python language, Django (a python web framework), and Aurora PostgreSQL Database, these may be adapted by the Contractor throughout the course of the contract to meet the needs of both the product and system owner.
