Pre-Solicitation Notice HQ0858-23-R-0002 and Cancellation of Pre-Solicitation Notice HQ0858-21-R-0011TEAMS Next Administration (Admin) This pre-solicitation notice is posted in accordance with FAR 5.204. The Missile Defense Agency (MDA) intends to issue a solicitation to procure Administrative services that consist of office administration and protocol services provided throughout the Missile Defense Agency and the programs supporting the Missile Defense System (MDS). This support includes providing a full range of administrative assistance and support to SES/Flag Officer, O-6 Military and GS15/NH-IV civilians, and protocol assistance planning, coordinating, and executing agency conferences, meetings and ceremonies. Additionally, this notice cancels Pre-Solicitation Notice HQ0858-21-R-0011.This requirement will be solicited as a total Woman Owned Small Business set-aside using source selection procedures in FAR Part 15. The North American Industry Classification System (NAICS) code for this acquisition will be 541611 (Administrative Management and General Management Consulting Services) with the Small Business Size Standard of $21.5 Million. It is anticipated that award will result in a single, Cost-Plus-Fixed-Fee (CPFF) contract for a base period of three (3) years and two (2), one-year options, and one 6-month option. This requirement will use best value trade off procedures in determining the successful offer. The places of performance primarily include National Capital Region (NCR); Dahlgren, VA (DHL); Huntsville, AL (HSV); Colorado Springs, CO (COS); Vandenberg AFB, CA; Fort Greely, Alaska. It is anticipated that the solicitation will be posted to the Procurement Integrated Enterprise Environment (PIEE) at website piee.eb.mil. on or about 45 days from the date of this pre-solicitation notice. The closing date of the solicitation will be 30 days from the posting date. Offerors interested in submitting a proposal after the solicitation is posted to piee.eb.mil are responsible for downloading their own copy of the solicitation from the website and frequently monitoring the site for any amendments. MDA will not directly send Offerors the solicitation or any amendments. It is the interested Offerors responsibility to check this website periodically for updates. If you are interested in saving searches, following contract opportunities, requesting secure documents or signing up for an Interested Vendor List, you will need a login.gov account in PIEE. A bidders list will not be maintained by this office, but interested companies are requested to sign up on the Interested Vendor List in PIEE. When a solicitation is issued, failure to respond to the electronically posted solicitation and associated amendments prior to the date and time set for receipt of proposals as stated in the solicitation, may render the proposal non-responsive and result in rejection of the same. The release of this synopsis and issuance of the RFP, when posted, is not a commitment by the Government to award a contract. The Government will not pay any costs incurred by a potential Offeror as a result of the posting of this synopsis or the release of the RFP, when posted. The Government intends to hold one-on-one meetings with industry covering the Administration solicitation. These meetings will be limited to 30 minutes and will be held via Jabber or teleconference. Questions and MDA responses to questions asked during the one-on-one meetings will be posted on piee.eb.mil. Industry comments on the Draft RFP must be submitted using RFP Industry Comment Matrix and emailed to: TN-ADMIN@mda.mil no later than January 13, 2023 (10 days after release of the Draft RFP). Offerors are encouraged to submit their intent to propose to TN-ADMIN@mda.mil no later than January 17, 2023 (14 days after release of DRFP). This is for Government planning purposes only and does not obligate the Offerors to submit a proposal. The government anticipates releasing the final RFP 45 days after the release of the draft RFP. While Initial Proposals will be due 30 days after the release of the Final RFP, Past Performance Volumes (Volume VII) of initial proposals will be due 14 days after release of the Final RFP. A Past Performance Volume (Volume VII) is due from all offerors, regardless of past performance documentation being submitted. The Government reserves the right to reject any initial proposals for which the Past Performance Volume (Volume VII) was submitted late.
