W9123625R2000 SOUTHERN EXPANSION PHASE III CEMETERY EXPANSION AT ARLINGTON NATIONAL CEMETERY, ARLINGTON, VA - DRAFT REQUEST FOR PROPOSAL

USACE Norfolk District requests all interested parties to review and comment on the Draft Request for Proposal No. W9123625R2000 pertaining to the Southern Expansion Phase III at Arlington National Cemetery procurement. The Draft RFP is being issued for informational purposes to assist the Army Corps of Engineers Norfolk District (USACE NAO) in developing a Final RFP for this procurement. However, input is not required.

USACE NAO IS NOT REQUESTING PROPOSALS AT THIS TIME. Interested parties shall not submit proposals in response to this Draft RFP. This announcement neither constitutes a request for proposal or invitation for bid. This announcement should not be construed as a commitment by the Government for any purpose. Any proposals received in response to this Draft RFP will be discarded without review.

Interested parties will have until 22 November 2024, to submit comments regarding the Draft RFP. All comments shall be submitted in the Microsoft Excel format provided on the procurement website, separated by RFP section. Please do not make any changes to the Microsoft Excel formatting with the exception of adding rows as needed. USACE will not respond to, nor publicly post, any verbal or written questions or comments pertaining to the Draft RFP; however, USACE will consider comments when preparing the Final RFP; however, the government will not publish responses to questions. Interested parties will be given the opportunity to submit questions and comments in writing for USACE response once the Final RFP is issued.

Background
The U.S. Army Corps of Engineers Norfolk District (USACE NAO) is issuing a Draft Request for Proposal (RFP) No. W9123625R2000 for the Southern Expansion Phase III Cemetery Expansion at Arlington National Cemetery, Arlington, VA.

This draft RFP is intended for informational purposes to assist in developing a final RFP and does not constitute a request for proposals or an invitation for bids.

The project aims to expand the cemetery facilities and improve the overall infrastructure at this significant national site.

Work Details
The contract involves various construction tasks including:
1. Building L: Construction of a Restroom/Storage Building, including all related work up to the 5-foot line outside the building.
2. Building M: Construction of a Committal Shelter with similar requirements as Building L.
3. Columbarium Courts: Construction of Columbarium Courts 14, 15, and 18, including all related work.
4. Landscaping Soil: Procurement, delivery, and placement of horticultural soils.
5. Landscaping - Trees/Plantings: All work related to trees and plantings through establishment.
6. Supporting Facilities: Construction of supporting facilities outside the five-foot line of building footprints.
7. Demolition: Demolition of existing operations complex and incidental work.
8. Building K: Access Control Point construction with similar requirements as previous buildings.
9. Air Force Memorial: Construction within project site limits.
10. Sheridan Gate: Repair/replacement of stones and reconstruction of the gate structure.
11. Options for additional Columbarium Courts and Crypts installation, along with contaminated soil removal.

Period of Performance
The contractor shall begin performance within 20 calendar days after receiving notice to proceed and complete it within 1004 calendar days.

Place of Performance
All construction projects will be performed at Arlington National Cemetery, Arlington, VA.
