The United States Army Contracting Command, Aberdeen Proving Ground (ACC-APG), on behalf of Program Executive Office Command, Control, Communications and Network (PEO C3N) is requesting industry feedback on the draft solicitation for Next Generation Command and Control (NGC2).

PROGRAM BACKGROUND:

NGC2 is a clean-sheet, fundamentally different approach for an Army-wide, data-centric transformation that enables our commanders to make more, faster, and better decisions than the enemy. NGC2 modernization is driven by continuous iteration of flexible requirements, vendor teaming and competition throughout the life cycle, and governance by an AFC product owner and ASA(ALT) program manager working together to plan and rapidly execute capability drops. This approach enables continuous integration and continuous deliver (CI/CD) of a secure, high performing, and adaptive technology stack for data and network architecture for varying operations in environments spanning from enterprise connected and cloud-enabled through austere and communication degraded. Delivering NGC2 will require process innovation across requirements, resourcing, acquisition and contracting.

The Characteristics of Need, available separately on SAM.Gov and now includes a public NetModX update, are reflected in an open architecture, organized as a set of independent layers that rely on Government approved, non-proprietary APIs to interface and dialogue between them. Although independent, each layer is accessed by services that permit inter-layer functionality, such as orchestration that routes data differently in the transport layer depending on the availability of resources in the computer layer. The performance of each layer is improved through DevSecOps across the technology stack. The open interfacing between each layer provides continuous opportunity for technology insertion through competition and enables on-ramps and off-ramps for technology solution providers. At every echelon, the NGC2 ecosystem enables tactical edge survivability by allocating resources to optimize data orchestration and offer tailorability of commanders' information needs

REQUESTED INFORMATION:

Respondents are requested to provide feedback/comments on draft documentation associated with NGC2 requirements. Initial draft documents released to industry include:
1. Draft Request for Proposal (RFP) Section H, 03 February
2. Draft RFP Section L, 03 February
3. Draft RFP Section M, 03 February
4. Industry Pre-Solicitation Feedback Form, 03 February

The Government anticipates posting additional documents, including an updated Prototype Statement of Objectives (SOO) and Base IDIQ Performance Work Statement (PWS) over the next couple of days. Please subscribe for real-time e-mail notifications when additional attachments are posted to SAM.Gov.
Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All personnel reviewing responses will understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.

COMPLIANCE:

Attachments are provided for informational purposes only and will be removed from SAM.Gov prior to official solicitation release.
The USG is generating clearance instructions for industry to receive attachments with CUI markings. A special notice may be separately posted in advance of the solicitation release to maximize industry's time for any restricted documents. Interested parties are encouraged to subscribe for real-time notifications if additional information is posted regarding document compliance.
