UPDATE - 22 May 2017:
This update serves as the DRAFT SOLICITATION for HTASC.
Potential offerors (and teammates) are encouraged to provide questions, comments, and suggestions relating to the Draft Solicitation and all attachments. Questions received will be consolidated, answered, and (if deemed valuable information for all interested parties) will be posted at a later date as an update to this Special Notice. The Government will not disclose the identity of the potential offeror (or teammate) asking the questions.
Questions, comments, and suggestions ("responses") relating to the Draft Solicitation ARE DUE no later than: Wednesday, 07 JUNE 2017, 08:00AM EDT.

UPDATE - 26 April 2017:
ACC-ORL received and accepted an actionable/finalized Requirements Package in April 2017; Procurement Administrative Lead Time (PALT) also began in April 2017. Key PALT milestones for HTASC:
Draft Solicitation expected: May 2017.
Final Solicitation expected: September 2017 (Final Solicitation issue date is dependent on Army Senior Services Manager and Army Senior Procurement Executive reviews).
Award expected: 3rd Quarter Government Fiscal Year 2018.
UPDATE - 16 March 2017:
Draft Acquisition Strategy: Single Award, Indefinite Delivery Indefinite Quantity (IDIQ) contract, based off of a Subjective Tradeoff source selection (see FAR 15.101-1 and DoD Source Selection Procedures section 1.3.1, specifically, 1.3.1.3), full and open competition (see FAR 6.1). Small Business participation requirement: 30%.
Note - Acquisition Strategy approved locally (final approval pending higher headquarters' review in accordance with regulation and policy).

Background
The Government has posted a formal Pre-Solicitation Notice under HTASC number W900KK-17-R-0014. The contract is expected to have a seven-year ordering period specified in the Ordering Clause 252-216-7006 at the time of contract award. The draft acquisition strategy is for a Single Award, Indefinite Delivery Indefinite Quantity (IDIQ) contract, based off of a Subjective Tradeoff source selection, with a small business participation requirement of 30%.
Work Details
The contract includes providing HTASC support, Contractor Manpower Reporting, an option to extend services, and reserved items. The contractor is required to furnish the necessary resources to perform the work described in the Performance Work Statement (PWS), Task Order (TO) PWSs, and all associated attachments/exhibits referenced in Section J. Supplies/services will be inspected/accepted at specified locations.
The contract also includes clauses incorporated by reference for inspection of supplies/services, deliveries or performance, and contract administration data.
Place of Performance
The geographic location(s) for performance will be determined at the Task Order level.
