Description

The U.S. Army Corps of Engineers, Engineering and Support Center, Huntsville (CEHNC) intends to award an unrestricted, firm-fixed price (FFP), standalone contract to provide preventive and corrective maintenance(formerly called reoccurring maintenance and minor repairs -RMMR) in support of the Defense Logistics Agency - Energy (DLA-E) (hereby referred to as DLA) in the South Atlantic Division in support of the United States (U.S.) Air Force (SAD-AF). Specifically, work will be performed in Virginia, North Carolina, South Carolina, Georgia, Florida, Alabama, Mississippi, and the outlying areas within SAD which include the Commonwealth of Puerto Rico, and the U.S. Virgin Islands.

Questions relative to these documents shall be submitted no later than 2PM CST 5 November 2025 in order to ensure adequate review and changes before posting the final RFP.

PREPROPOSAL CONFERENCE: The Government intends to have a preproposal conference to allow for additional information sharing about this requirement. Offerors who plan to propose on this requirement and any future fuels requirements are encouraged to attend. More information will be provided at a later date.

The final solicitation will have a short response suspense.

Background
The U.S. Army Corps of Engineers, Engineering and Support Center, Huntsville (CEHNC) intends to award an unrestricted, firm-fixed price (FFP), standalone contract to provide preventive and corrective maintenance in support of the Defense Logistics Agency - Energy (DLA-E). This contract aims to ensure the operational readiness of vital petroleum facilities and systems for the United States Air Force within the South Atlantic Division, covering areas including Virginia, North Carolina, South Carolina, Georgia, Florida, Alabama, Mississippi, Puerto Rico, and the U.S. Virgin Islands.

Work Details
The contractor will perform preventive and corrective maintenance (formerly known as reoccurring maintenance and minor repairs - RMMR) on federal petroleum facilities and systems. The contractor must ensure compliance with local and national codes, criteria, regulations, and laws. Responsibilities include obtaining necessary licenses and permits, ensuring safety precautions are taken to protect workers and property, and being accountable for all materials delivered until completion and acceptance of work. The contractor must also be experienced in repair and maintenance of petroleum systems.

Period of Performance
The contract performance period is 3.5 years consisting of one 12-month base period, two 12-month options, and one 6-month maintenance service period.
