Description

See attachments for the DRAFT solicitation.In accordance with Section 42(c) of the Arms Export Control Act, as amended (22 USC 2791(c)), the Foreign Military Financing funds made available for this procurement may not be used to award to other than a United States firm, unless an Offshore Procurement (OSP) determination is made by the Director, Defense Security Cooperation Agency. No OSP determination has been obtained for this procurement. Offers from other than United States firms are ineligible for award. The Government reserves the right, however, to seek an OSP determination at any stage in the procurement, if doing so is in the Government?s best interests.
Background
The solicitation is for the Beirut Naval Base Rebuild project. The contract is subject to Section 42(c) of the Arms Export Control Act, which requires that Foreign Military Financing funds may only be awarded to a United States firm unless an Offshore Procurement (OSP) determination is made by the Director, Defense Security Cooperation Agency. The magnitude of construction for this project is between $10,000,000.00 and $25,000,000.00.

Work Details
The construction tasks include mobilization and demobilization, Package 1 Protector Class Hotel Stations and Electrical Distribution Facility (EDFA), VAT for Package 1, Option 1 - Package 2 Perimeter Force Protection Construction, VAT for Package 2, Option 3 - Package 3 Pier 2 Marine Utility Trench ETC, VAT for Package 3, Option 5 - Package 4 Fueling Infrastructure and Pier 1.
The offeror is required to address management approach, quality control, self-performance, work site control, and submit a preliminary overall master schedule with accompanying schedule narrative.

The place of performance for the construction projects is Beirut Naval Base in Lebanon.
