DRAFT SOLICITATION Environmental Remediation Services & Construction for Rocky Mountain Arsenal   2

This is NOT an official Request for Proposals (RFP). Please DO NOT submit draft proposals. Comments are encouraged and will be accepted by the POC referenced herein.
The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) intends to issue a solicitation for Environmental Remediation Services and Construction at Rocky Mountain Arsenal. It will be set-aside for Small Businesses under NAICS 562910, with a size standard of 750 employees. The resulting contract is expected to be a nine year contract (one 3 year Base Period, and two 3-year Option Periods), with an Indefinite Delivery/Indefinite Quantity (IDIQ) task order type arrangement.
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform operation and maintenance of the remediation systems at Rocky Mountain Arsenal as defined in the Performance Work Statement. This work also includes, but is not limited to: Water Treatment Plants Operations & Maintenance, Groundwater Wells and Surface Water Sampling and Monitoring, Landfills and Covers Maintenance, Infrastructure and Facilities Maintenance, Regulatory Interface Support, Program Records Management and Reporting, Land Use Controls Compliance, Environmental Compliance, and Non-Routine Requirements as required. The Contractor shall also be responsible for Records Management, including the RMA Administrative Record.

This notice will serve as a draft Request for Proposal (RFP), with an official RFP to follow. The draft solicitation is available at this time, along with a Site Visit Video and additional draft solicitation attachments for the Contractor's information, reference, and use in developing a proposal in response to the final RFP. The attachments will become part of the contract following award. Attachments whose number begins with the letter A are included the solicitation document, while attachments whose number begins with the letter L are found as a link to the documents at https://erscrfp.rma-cloud.com. The official release of the final solicitation/RFP will be posted on the BetaSam website located at the following address: https://beta.sam.gov/. The on-line version of the RFP will include all documents of the solicitation package. No hard copy of the solicitation will be issued. Amendments, if any, will be posted at the same location as the solicitation. The complete final solicitation package, including amendments, should be received and reviewed prior to submitting a response. It is the responsibility of those responding to the solicitation to obtain all amendments and/or other applicable documents. It is the potential offeror's responsibility to monitor the betasam website on a regular basis for any updates.
