DRAFT RFQ - Planning, Programming, Budgeting, and Execution (PPBE) OneNumber

The Department of Homeland Security (DHS) Headquarters Office of the Chief Financial Officer (OCFO) is seeking to establish a single-award blanket purchase agreement (BPA) for the Planning, Programming, Budgeting, and Execution (PPBE) OneNumber System. The PPBE OneNumber system, based on Commercial Off the Shelf (COTS) OneStream XF software, will enable DHS to effectively plan for, request, and execute public funds; oversee performance management; and align measures and budget resources to the DHS strategic plan. The BPA scope will include OneStream XF software and PPBE services to support the DHS HQ and Components. The acquisition is being conducted in accordance with the Federal Acquisition Regulation (FAR) Subpart 8.4 and the DHS acquisition policy/manual/guidelines.

The RFQ is issued to General Service Administration (GSA) Multiple Award Schedule (MAS) contract holders designated as Small under MAS category Information Technology – IT Services. The resulting BPA award will allow for firm-fixed-price (FFP), fixed unit price (FUP), time and materials (T&M), labor hour (LH), and hybrid orders. The Government intends to award a Blanket Purchase Agreement to the responsible quoter whose quote provides the overall best value considering technical evaluation factors and price.

Prospective quoters are required to submit a technical capability and management approach, resumes of key personnel, demonstrated prior experience with PPBE implementations within Government, and a response to oral presentation overview and challenge questions. Quoters must also submit a price proposal using the provided BPA pricing schedule.

The planned timeline for key events includes issuing the official RFQ, government response to RFQ questions, submission due date, and tentative award date. Quoters must comply with all RFQ instructions, failure to do so may result in non-compliance of the quote. The quotation volumes must be submitted via GSA eBuy by the specified deadline.
