Background
The Army Contracting Command – Rock Island (ACC-RI) is releasing draft Requests for Proposals (RFPs) for industry feedback as part of market research for the Sixth Generation (GEN VI) Personnel Lifecycle Support (PLS) and Recruiting Management Administrative Support (RMAS) Indefinite-Delivery, Indefinite-Quantity (IDIQ) multiple-award contract suites.

The previous draft RFPs were posted by Army Contracting Command – New Jersey (ACC-NJ) on June 5, 2026. Key updates include the removal of Technical Subfactor 3, revisions to past performance evaluation ratings, and changes to Corporate Experience evaluation criteria.

Work Details
The contractor shall provide comprehensive Personnel Life-Cycle Support (PLS) services, which include:
1. **Personnel Structure**: Organizing, life cycle research and analysis, proof of concept studies, policy analysis and development, program analysis and process reengineering, operational business application, and risk management.

2. **Distribution**: Manpower requirements analysis and forecasting manpower needs.

3. **Training and Development**: Individual and institutional training programs.

4. **Deployment**: Support for mobilization and demobilization processes including personnel system support.

5. **Compensation**: Management of pay and benefits for military personnel and civilians including awards and honors processing.

6. **Sustainment**: Programs to enhance well-being including counseling services, family support programs, drug prevention programs, etc.

7. **Transition Support**: Assistance with employment processing and transition services for personnel.

Period of Performance
The period of performance will be defined in individual task orders issued under the IDIQ contract.

Bidder Requirements
Bidders must ensure that all key personnel have completed appropriate personnel security investigations favorably adjudicated by the Defense Counterintelligence and Security Agency (DCSA). Contractors must maintain required security clearances throughout the contract duration.

The Army Contracting Command Rock Island (ACC-RI) is releasing these draft Requests for Proposals (RFPs) for industry feedback as part of continuing market research for the Sixth Generation (GEN VI) Personnel Lifecycle Support (PLS) and Recruiting Management Administrative Support (RMAS) Indefinite-Delivery, Indefinite-Quantity (IDIQ) multiple-award contract suites.

THESE DRAFT RFPs ARE FOR INDUSTRY FEEDBACK ONLY. All documents are draft documents and are subject to change. Final solicitation documents will be provided only if and when the Government issues the official RFPs.

This notice does not constitute a commitment by the Government to issue a solicitation, award a contract, or reimburse any costs incurred in responding to these draft RFPs. No proposals are solicited or requested at this time.

BACKGROUND:

The Industry Day materials and initial draft RFPs were previously posted by Army Contracting Command New Jersey (ACC-NJ) on 5 June 2026 under the posting titled Industry Day Human Resource Solutions, GEN VI IDIQ Multiple Award Contracts, and associated with Draft Solicitation No. W15QKN-26-R-A016 for PLS and Draft Solicitation No. W15QKN-26-R-A001 for RMAS. These requirements have since transferred to ACC-RI.

Since the last update to the prior draft RFP posting on 5 June 2026, interested vendors should note the following key updates:

  1. Removal of Technical Subfactor 3, Sample Task.
  2. Revision of the Past Performance evaluation ratings from Confidence ratings to Acceptable/Unacceptable ratings, with a limit of three (3) submitted QCs.
  3. Revision of Technical Subfactor 1, Corporate Experience, to include a self-scoring matrix.

Instructions:

  1. Interested vendors shall submit feedback through the online form at https://forms.osi.apps.mil/Pages/ResponsePage.aspx?id=D9fm-kuVEUiStgUw1vhMQ9S7olzOTkJBo4cioS7znexUQTI4Nk9aNDVINUk3RjdJQUlRUDlFRlMzQS4u, which includes the Government's targeted questions No Later Than (NLT) 1600 Central Time, 26 October 2026.
  2. Vendors may submit additional questions or comments regarding other draft RFP provisions using Attachment 0009, Questions. For each question or comment, vendors shall identify the applicable solicitation section, volume, factor, subfactor, or attachment and briefly describe the concern.
  3. Vendors shall submit completed Attachment 0009 by email, NLT 1600 Central Time, 26 October 2026, to both:
