THE PURPOSE OF THIS ANNOUNCEMENT IS TO PROMOTE EARLY EXCHANGES OF INFORMATION ABOUT A FUTURE ACQUISITION. THIS ANNOUNCEMENT DOES NOT CONSTITUTE A PRE-SOLICITATION NOTICE OF SOLICITATION ISSUANCE.

USACE Omaha District is requesting industry comments or concerns regarding this draft RFP. Response to this announcement is strictly voluntary and will not affect any firm or corporation's ability to submit an offer if and when a solicitation is released. Please do not submit any proposals in response to this draft RFP. A formal RFP under the same solicitation number will be released at a later date yet to be determined.

The Government does not intend to respond to these comments during this comment period; however, the comments and concerns will be reviewed and considered in the development of the final RFP. If and when a solicitation is released, there will be another Bidder Inquiry Key established in which the Government will respond to Industry comments. See attached DRAFT SF 33 for more information regarding this requirement.

Background
The US Army Corps of Engineers Omaha District intends to award a $95 million Rapid Response Single Award Task Order Contract set aside entirely for small businesses. The contract will support the mission to provide rapid response emergency environmental remediation services and Military Munitions Response Program support in response to imminent threats to human life, public health or the environment.

Work Details
Provide all labor, materials, facilities and equipment to perform rapid response environmental remediation and related mission support services under individual task orders. Site characterization and investigation including wetlands and archaeological evaluations, risk assessments, action memorandums, survey and mapping, soil sampling and geotechnical analysis, groundwater monitoring well installation, hydrogeological field testing, biological, chemical and radiological assessments, on-site real-time air monitoring, explosives survey and geophysical mapping.
Development of engineering and cost recommendations and remedial strategies; incidental engineering design support; design and construction of soil vapor extraction systems, caps and liners, and water treatment and supply systems; on-site source control and containment (buried drum removal, storage tank removal, product recovery, liner installation); on-site treatment (water treatment, PFOS/PFOA mitigation, incineration, chemical neutralization, air stripping).
Transportation, storage, treatment and off-site disposal of wastes; survey, removal, transportation and disposal of asbestos containing materials and explosives; lead abatement; installation and maintenance of site support facilities; preparation of O&M manuals and training; protection of buildings against chemical, biological and radiological contamination.
Development and implementation of project-specific work plans, safety and health plans, quality assurance and quality control plans including QAPP and CSAP under the UFP-QAPP format; management information system for daily cost tracking, earned value analysis and forecasting; electronic data deliverables and contractor manpower reporting; geospatial data collection and GIS mapping in accordance with SDSFIE and ERPIMS.
Obtaining permits and licenses (environmental, building, discharge, NRC/state radiation, DOT for MEC/HTRW transport) and complying with all applicable federal, state and local laws and regulations such as CERCLA, RCRA, Clean Air Act, Clean Water Act, NEPA and the Endangered Species Act; daily safety and quality inspections and record keeping.

Period of Performance
Base Period: June 1, 2022 to May 31, 2025
Option Period: June 1, 2025 to May 31, 2029
Total Potential Period: June 1, 2022 through May 31, 2029.

Place of Performance
Continental United States (CONUS), including Alaska and Hawaii, plus the South Atlantic Division (SAD) and Pacific Ocean Division (POD) areas of responsibility.

Bidder Requirements
Small Business Set-Aside.
Accounting system compliant with GAAP.
Key personnel:
Program Chemist (B.S. in chemistry, chemical engineering or related field; 2 years writing work plans and reports; 2 years HTRW field investigation experience; calibration and analysis equipment knowledge; prime employee).
Senior Contracts Manager (college degree with 24 semester hours in accounting, economics, business law, procurement or management, or CPCM certification; 4 years federal contract and acquisition management experience).
Cost Accounting Manager (college degree with 24 semester hours or CPCM certification; 4 years government accounting and billing experience; knowledge of federal fiscal law).
Permits and licenses: environmental permits, building permits, discharge permits, NRC or state radiation licenses, DOT HTRW transport permits.
Training: OSHA 29 CFR 1910.120, DOT 49 CFR 172.700 HAZMAT certification, asbestos abatement training per EP 415-1-266, lead abatement training.
