This is a draft Request for Proposals for Technical Expertise and Support Services for the FHWA Office of Safety. This requirement is currently only a draft. PROPOSALS ARE NOT BEING REQUESTED AT THIS TIME.

Background
The Federal Highway Administration (FHWA) is an agency within the U.S. Department of Transportation (USDOT) that supports State, Tribal, and local governments in the planning, design, construction, and maintenance of the Nation’s highway system. The FHWA is committed to ensuring that America’s roads and highways remain safe and technologically advanced.

The Office of Safety within FHWA prioritizes roadway safety, aiming to reduce fatalities and serious injuries from roadway crashes through various programs and initiatives. This contract aims to provide technical expertise and support services to enhance the Office of Safety's mission.

Work Details
The contractor will provide support for the Office of Safety’s mission through various activities outlined in task orders. Specific tasks include:
1) Technical Support and Assistance;
2) Professional Capacity Building, Development, and Training Support.

The contractor must conduct a Kick Off Meeting within three weeks post-award to discuss objectives and administration. Tri-Annual Meetings are required to address potential task orders and contractual issues. Monthly progress reports must be submitted detailing invoicing summaries, task order statuses, encountered problems, planned versus actual expenditures, work performed, identified risks, and project schedule status. The contractor must ensure compliance with Section 508 standards for ICT deliverables.

Period of Performance
The period of performance will be determined based on task orders issued under this indefinite delivery/indefinite quantity (IDIQ) contract.

Place of Performance
The work will primarily be performed at locations determined by FHWA, including potential onsite work at FHWA offices.
